1IA HPEE CONSERVATION COMMISSION
Minutes of 20 January ary 1994
Commissioners present: Karry Desrosiers, Gertrude Simons Ferriday, John Johansen,
Frank Hoy eyer, Sherryl Simmons.
The Chairman called the meeting to order at 6:55 p.m. and appointed Sherryl Simmons
a voting member,
PUBLIC PE OD: None
:00 JOHN L. WEST to stabilize a coastal bank with indigenous plantings, to b
maintained in perpetuity; and to erect an 8 ft. x 10 ft. storage shed at 26 Russell
Road. Mr. West provided abutter notification receipts.
Mr. Sherman advised -impact on the wetland will be nonexistent; it is a coastal bank
with a sandy beach. A plan by Hoxie-Philie was reviewed. The shed will be anchored
firmly. He stated there is an erosion problem; the plan looks to be adequate.
Asked if Mr. Test will be doing the plan himself) he advised he is negotiating the
landscape work now. Mr. Sherman would want a description of what is panned for
maintenance. Mrs. Ferriday asked if there would be a--problem with runoff from the
roof o the shed and eras' told by the 'Agent 'hat there would not,
. ■ T. 4
Public corents: none.
NOTE: Dlotion made nd , eco ded. to.close the hearing-
BEARING
earin .HEARING CLOSED.
r
7:10 CARL E. EUELLER, to repair and maintain*an e'xi ting}dock; in ,con junction with
application to Chapter 91 for an Amnesty lice'nse' at 10 Captain's Row. Steve Wilson
presented receipts for abutter notification and mailing to the endangered species
program. Permission is requested to reconstruct an existing structure destroyed
during Hurricane Bob. It was attempted to rebuild without permits. They are filing
for a 99 year license and dock as shown is as presenters to them. They are expecting
to make some revisions to the -plan. It does sit very low and there is not very much
water under there at low tide. There is a mooring where they keep their beat; it is
a dinghy dock. They are not -requesting any increase in size. The house has a full
walkout basement. one float is 6'4" x 16' ; the other float is ' x 10' .
a
Mr. Desrosiers noted the dock is over Zoo s,f.
Mrs. Ferriday asked if they planned to open up the deck, or put on a new deck with
spacing' They could have to modify the floats to provide petroleum resistant material
and would have to have the proper spacing. Mr. Wilson stated he wanted to present it
s it had previously existed.
Mr, Sherman suggested they extend the pier out to the main float as they cannot
access that float with a boat. Mr. Wilson did not think removing the inner float
and lengthening the ramp would not be a problem. He has not talked with Chapter 91
fret. He would suspect that the inner float would be sitting on the bottom at Mean
Lour water; half floating in the mud. Soundings are based on Dean Low Water.
Ir. Desrosiers stated that used to be one of the prime shellfish areas in Popponesset
Bay.
Mr. Sherman stated the inner float should be removed and the outer one encapsulated.
