This is a draft and the impact seers quite negligible, a <br /> $20.00 filing fee. In addition to the Agricultural Regs, the Commission - <br /> will <br /> ssionwill be covering freshwater Wetlands and submittal requirements,, <br /> SUBMITTAL PLANS: Mr. Sherman advised this is a change in submi.t t al require ment s <br /> so that when a site is visited for a project that is proposed, the stakes that <br /> always been required will now be labeled "A, B, C or D"; that is the only change. <br /> There were no comments. <br /> F S TAT WETLANDS. <br /> There is a change in definition. The first few paragraphs <br /> have been rewritten for legal reasons to elixlinate some of the language that ties <br /> these to the State regulations. The key is paragraph four•which has not changed <br /> at all, we still define a wetland the same way as four years ago, 50% vegetative <br /> community. Language is added that cranberry bogs are considered freshwater wet- <br /> lands, even thougyh they may enjoy some exemptions; that is no different than the <br /> state regulations. The Corission is not defining wetlands any differently than <br /> they ever did, only getting rid of some +of the language that ties It too closely <br /> into the State Act. } <br /> The fifty paragraph is new language which would give the Commission the right <br /> to look into soil composition to define wetlands, especially in sates that have <br />�k. <br /> been disturbed. <br /> There were no comm ment s. <br /> AGRICULTURAL EGS: Mr. Sherman advised this is the ninth draft. H, on page 4, <br /> had inadvertently been omitted. Paragraphs marked with an S are the same; <br /> those with an N are new or changed language. There may be an N within an S <br /> section which means the whole section is the same but a few lines may be <br /> different. <br /> The Coriudssion found it desirable and necessary to go ahead with their own <br /> agricultural regs under authority of the Homme M2-Amendment because of problems <br /> encountered, one particular problem In the Santuit River where damage was done <br /> to the hams of the stream. The Commission wanted to gain more control over <br /> how things are done which Mr. Sherman did not feel were onerous to the property <br /> , <br /> owner or the agricultural enterprise because the fees were kept at $20.06 and <br />
