MASHPEE CONSERVATION COMMISsi N
Minutes of 23 October 1997
Cornmissioners present: Jobn Fitzsimmons, ERiot Rosenberg, Harry
es osiers, Ralph Sh v, John Johansen,
George Green Jr., David Sharpe.
The Chairman called the meeting to order at 6:55 p.m.
6:55 PUBLIC COMMENT PERIOD:: Norman Hayes was present on behalf
of Perry Elis and Greg Taylor concerning the Wading Place walkover
structure. He advised he has had discussions with the Agent and submitted a
report. Grant money was used and the structure was built m* good faith.
There are numerous violations. Mr. Sherman wanted a site specific profile to
determine whether the crib is in the V zone or A zone.
Mr. Hayes recomr' ended deferring to DEP. There is an obvious safety issue if
the stairs are not there. The environment is being impacted; the eddying
effect is causing erosion in the corner.
fir. Sherman dict not think anything elegant is needed for a probe, he
suggested they just shoot an elevation to find where the 15 foot elevation
comes at the crib.
Mr. Hayes stated 0% is in the A Zone, 20% is in the V Zone.
Mr. Sherman stated there is another issue, sand was washed away in a storm.
The DPW tried to improve things and made something more permanent,
instead of sand, which constitutes armoring. There will be scouring. It has to 4
go.
Mr. Mayes stated he could not argue. The Board is upholding performance
standards of the Act but DEP has the power to take into consideration ail of
the accornpanyIng issues. It is on Commonwealth of Mass. Land.
Mr. Sherman would be wing to talk to dim Mahala. He has to go by what
the regs say.
Mr. Fitzsimmons thought it was a very favorable installation. He stated he
was not sure where this was going. Mr. Sherman stated itisegai. Mr.
Pit simmons stated the Commission approved it. Mr. Sherman stated but not
in that form, they added stone and instead of replacing sand they built an
armored structure and added a pad to it.
Mr. Desrosiers stated it was a 2-1/2 foot step off the bottom and is now a lot
safer and in keeping with the needs of the community.
