Garland, with Joseph <br /> Reardon, Town C un s l arriving later. <br /> l Chairman O' Connell arrived and. Called the meeting to order at <br /> 2 : 20 p.m. <br /> 2 while waiting for Town Counsel to arrive, Nancy Blakeman f the <br /> Finance Cominittee asked if she might give a rer ort on the Hearing <br /> held the previous day at the State House in Boston relative to the <br /> Bill pending in the Le qisl.ature to create the South Cape Beach Ad- <br /> visory Committee. She stated that several residents , including <br /> she and her husband, Jean Thomas , Elizabeth Simpson, and others , <br /> had made remarks testifying in favor of the Bill, and that she <br /> was disappointed that none of .Mashee ' s Selectmen were resent; <br /> she felt that thein attendance would hav e had some signifi an e. <br /> Chairman O'Connell explained that he had been attending a fun ral <br /> in New York, and that Ceorae Benwav was attending a conference in <br /> Dnver. <br /> Mr. O'Connell further stated that the Bill had been filed twice pre- <br /> viously, <br /> re- <br /> vieusly, and been defeated. He reminded these Dresent that he had <br /> participated in the original filing of the Bill, and he feels at <br /> this time that- contacting members of the Natural. Resources Committee <br /> individually, will be just as effective as attending the Hearing. <br /> Mrs. Blakeman reported that there had been just one person speaking <br /> in oppositIon to the Bill; it was presumed he was a member of the <br /> .B. B. . (Mass . Beach Buggy Assn. ) - Mr. O'Connell observed that this <br /> croup has a very powerful lobby, and they went be satisfied unless <br /> there is some provision for allowing these vehicles on the Beach; he <br /> doesn' t feel they will be agreeable to any sort of compromise . Chm. <br /> { -k- :}`C nnel l mach the point that sections of the beach in TA7ell feet and <br /> Provincetown have been shut down by the Federal Government (even <br /> though they are wart of the National Seashore) because of destruction <br /> by these vehicles. Selectman Garland stated that he had seen these <br /> stretches of beach, and can attest to the damange that these vehicles <br /> have wrought. <br /> 8 Mr. Blakeman asked about the rogr'ess towards an agreement with the <br /> New Seabury Corp. Mr. O'Connell stated that he has not seen thein <br /> proposal, therefore could not comment on it. Whatever is offered, <br /> the proposal will have to be taken before Town Meeting for approval . <br /> A member of the press asked if there wa's a ballpark time as to when <br /> this proposal might be brought forth. Chm. stated theyre had been <br /> no deadline set, but the proposal was expected soon. <br /> Mr. Blakeman stated that he favors allowing the state to take over <br /> the beach, although the Town would not have much control. Mr. ' Cn- <br /> nell remarked that he will withhold his opinion until he sees the <br /> New Seabury proposal. <br />
