� b <br /> MINUTES ADMINISTRATIVE MEE'T'ING <br /> BOARD -OF SELECTMEN <br /> May 1 , 1981 <br /> The Board of Selectmen held an Administrative Meeting on May 19 , 1981, <br /> at 10 : 00 a.m. in their office. <br /> Present: Chairman Garland, Selectman Jean Thomas , and Executive Secre- <br /> tary Joseph F, Murphy. <br /> 1 The Executive mentioned that he would soon be ordering the new IBM <br /> typewriter, funds for which were apprved' at Town Meeting. The <br /> typewriter will be used by the next. Administrative Secretary, and <br /> the others moved down. <br /> 2 The Executive Secretary said he would reed to be having discussions <br /> with the Board of Health regarding logistics for the placement of <br /> the new employee. Jean Thomas advised that the person hired must be <br /> ambitious and able to work alone and on their own. Mr. Murphy feels <br /> that office must be located upstairs so- that there will be constant <br /> coverage for the issuance of license, permits, etc. As originally <br /> discussed, this position should cone under the supervision of the <br /> Executive Secretary, It may be that the Building Inspector will <br /> choose to move upstairs, also, as he has expressed a desire to do in <br /> the past. Mr. Garland concluded the discussion by affirming to the <br /> Executive Secretary that the position is under his control , and he <br /> is authorized to tape whatever- action is necessary. <br /> Executive Secretary rep reed-,that.}.Brad?--Norman has informed him that <br /> he may take ,a position in New Hampshire, i f offered. If this <br /> happens , we must prepared to tai e action soon, as we are going <br /> into a critical time far having a F Ecreation Director on board. e- <br /> garding a discussion at Town Meeting on that salary, Jean Thomas <br /> stated she felt we- should hold to the % voted for other employees <br /> and departm nt heads . Cham. Garland agreed, but stated we may want <br /> to change that salary structure to- a beginning step if someone new <br /> cones in. Mr. Garland wondered if we shouldn' t accept Brad' s resig- <br /> nation, both for his own good, and that of the town. He stressed that <br /> e don' t want to be caught raid--season without a Recreation Director. <br /> el. Thomas felt we should accept his resignation, and advertise and <br /> start looping for a new Recreation Director. If- things don' t wort <br /> out elsewhere for Brad, he can reapply for 'the job, if he wants to <br /> stay. The Chairman directed the Executive Secretary to notify the <br /> Personnel Board that we are doing to advertise the position, starting <br /> at $13 , 800. <br /> Executive Secretary pointed out a piece of confidenial correspondence <br /> which he had distributed, and will pass on a copy to Sel., Olconnell,, <br /> The Chairman reported on a recently received "Summary of House ways <br /> and Deans Local Aid" (attached) . <br /> The Executive Secretary brought to the Selectmen' s attention a letter <br /> just received from the Board of Health requesting they be relieved of <br /> control of Disposal Area. They feel it is a conflict of interest for <br /> them to supervise this operation, since they are the regulatory body <br /> concerning performance. <br />
