Executive Secretary, Joseph Murphy, was also present. <br /> The ChairwOman convened this meeting at 21.',00 P. M. <br /> The minutes of the regular and executive sessions .held onMarch Il , <br /> 1987 were accepted after motion by Peter Lawrence and a unanimous vote <br /> APPOINTMENTS AND HEARINGS <br /> 1. Weston Sampson re : sewage Treatment `ac�lit . <br /> Michael Hanlon of Weston & Sampson presented site maps indicat3.ng <br /> various pro pective sites for this facility. It was agreed by all <br /> present that Site #7 at Meetinghouse Road, the sl.te of the present <br /> landfill, was the most 110 ely site, The specific method for treat- <br /> ment was recommended to be sequencing batch reactors * Mr,9 Hanlon- <br /> explained that the operational and maintenance costs for this type <br /> of treatment would be less and that it is favored by EPA. There <br /> would be ground-water monitoring at the facility site which would be <br /> performed or overseen by DEQE.. Mr. Hanlon said that sandwich and <br /> Barnstable have expressed interest an a joint venture for a, regional <br /> septage treatment facility. If this idea should progress , other <br /> sites in other towns should be investigated. A meeting has been <br /> scheduled with. DEQE for April 2 . 1987 at 1:30 P. M. in Boston. <br /> 2a Board of Assessors re : Annual Town. Meeting articles . <br /> A second revision of articles was presented by this Board . The <br /> article concerning the $239 ,00-0,,00,, for the revaluation account was <br /> discussed and it was unanimously agreed to include this article on <br /> the warrant for Annual Town Meeting,, <br /> The artl.cle concerning -the creation of a clerical position under the <br /> supervision of the Board of Assessors which would require funding of <br /> $15 #949*32. was discussed and it was unanimously agreed to include <br /> this article on the warrant for Annual Town. Meeting, Mro Lawrence <br /> reiterated his position against the creation of new or additional <br /> posi ions ; however, afterdiscussion it was clearly ascertained than <br /> the office of the Town Assessors is grossly understaffed at this time , <br /> 3. Summerwood Condominiums - water situation. Andrew <br /> McCarthy, Esq. was present representing the Condominium Association <br /> concerning water pollution of certain uni=ts , He noted the physical, <br /> emotional and financial hardship of his clients due directly to the <br /> matter of water pollution and emphatically stressed that they were <br /> entitled to relief. Mr. McCarthy specifically called for the closing <br /> of the Town landfill , the a.cknowled&;ed source of contamination. He <br /> cited the precedent involving the City of Dowell whereln the EPA did <br /> institute and enforce a cease and desist of operations of the septage <br /> facility where leaching was causing a sa alas pollution problem. <br /> Mr. McCarthy also suggested that the Town providewater to these units <br /> from the private water supply from the nearest point of the lashpee <br /> a <br />
