Reardon <br /> Guests: George Costa, Elias McQuaid , George Benray, Bill Jones, <br /> Elizabeth Petti, Dr. Del oura., Stephen Greelish, Paul Ott <br /> The Meeting was Called to Order at 6:40 p.m. by Chairman Carter. � <br /> The motion was made by selectman Lawrence to approve the rinutes <br /> of December 27, 1990 Regular and Executive Sessions* <br /> Selectman Jacobson seconded the - motion. The Board votes in favor <br /> to approve the past minutes, The vote is 4-0. <br /> APPOINTMENTS AND HEARINGS <br /> Weston and Sampson: <br /> Representatives from Weston and Sampson and the Board of Health <br /> net with the selectmen to discuss the septa.ge treatment problem. The <br /> primary recommendation is for a regional septa.ge treatment facility <br /> for the town of Ma.shpe e and Sandwich, <br />,3 <br /> The three relative issues for discussion include the septa.ge <br /> treatment planning, a sanitary landfill and a hydrogeo study relative <br /> to the groundwater contamination problem at or near the landfill. <br /> DEP has encouraged both towns to work jointly on a. single facility. <br /> This may be the most econor ica.l 'and expedient way to resolve the issue. <br /> Weston and Sampson has viewed possible septage processing and <br /> sludge treatment sites in both towns involved. <br /> Thirty-two different sites were viewed in the gown of Sandwich. <br /> � <br /> After eliminating zone 2 areas, there are 4-5 semi-final sites. The <br /> best site in Sandwich is the use of the Military Reservation at Otis <br /> The location is between Rt. 6 and Rt*130. The plant is 45 years old <br /> and in need of renovation. Both towns would also have to pump ten <br /> miles to the canal to the filtration beds, sandwich and Mashpee would <br /> be responsible for the takeover of the whole operation, <br /> The Federal government has objections to the use of this facility <br /> known as site 28, Mr. Greelish reports that the base has undergone an <br /> environmental impact report with a detailed option to pump to the canal, <br /> renovating part of the plant to 1/3rd design capacity with a possible <br /> takeover from Mashpee and Sandwich over the next few years. Mr. Greelish <br /> explains that sandwich and Mashpee lagoons are at the end of their ropes <br /> and DEP will not allow this. <br /> Weston and Sampson reviewed seventeen sites in 1ashpee and have <br /> recommended the landfill as the best site for a. regional facility. The <br /> wastewater treatment and sludge processing are negotiable at the same <br /> site, <br /> A treatment facility as required by DEP is a. totally enclosed <br /> building with an air handling system for odor control. Orleans has a <br /> similar facility in a pre-engineered metal building with composting <br /> implemented, <br />
