1 Y IP 4r I BOARD OF SELECTMEN MINUTES TUESDAY , APRIL 30, 1991 Present: Selectman Carter, Selectman Gottlieb, Selectman Hanson, Selectman Jacobson, Selectman Lawrence Executive Secretary Kevin J. Harrington Town Counsel Joseph J. Reardon Guests: Jim Vaccaro, Carole Dunivan, Carl Heller, John Ferriday, Anne Shaw, George Be way III, Mr. Finn, Dr. Petti , Paul Ott, Mane Rommelme er, Dr. DeMoura, Jim C ones , Nancy C a.ffr n, Al. Polsi , Paul Sommerville, Maryanne Gibbs The Meeting was Called to Order by Chairman Carter at 6: 12 p.m. The motion was rade by Selectman Gottlieb to approve the minutes f April 22, 1991 Regular and Executive Sessions. The motion was seconded by Selectman Hanson. The vote of the Board is unanimous to approve the past minutes. APPOINTMENTS AN D HEARINGS. Joint Meetingwi th School Committee and FinanceCommittee: Mr. Harrington reported of a meeting late Monday with Dr. DeMoura, Jiro Vaccaro and members of the School Committee and Finance Committee o resolve various questions before the Town Meeting is scheduled. Subject to the approval, of the Board, the..,, recommendations of the group meeting include the return of $368, 550 to the Town"'s general fund which is the full amount of surplus money in the School Department' s s budget. The Finance Committee is concerned with the size of the surplus in the School Department' s budget, It was the consensus to reduce the School Department' s FY 92 budget b $100t000o The $100, 000 would be placed into a reserve account for the anticipated loss of local aid. This would be a. safety net to off i set the anticipated costs. The recommended School Department budget for FY 92 i $4,950, 000. Payment to the Cape Cod Collaborative has not been determined as reported by fir. Harrington, There is a dispute of two opinions of advance e payment# Mr. Harrington is working with Iowa Counsel to see if it is lawful for pay ent. Chairman Carter asks Dr. De Moura and Jim Vaccaro if this is reasonable accurate summary of the prior evenings discussion? The reply of the above is yes, Chairman Carter asked Mro Conery if the proposal was discussed with the School Committee and what was the response's Mr. Conery has briefly di cu sed the proposal with the School Committee members and Dr. De bo ra. The response is there will be no backroom politic deal. The School Committee has done nothing wrong and has nothing to hide. They. have worked hard to save the Town money and all the records are availa.be to review. Any further reduction of the FY 92 budget would be catastrophic. Chairman Carter asks why the School Committee is taking this a if they have done something wrong? Mr. Conery noted it was wrong last week to prepay Cape Cod Collaborative and with the return .of the surplus. its alright this week. This does not stand firm with him
