Harrington <br /> Town Counsel Joseph J. Reardon <br /> Guests: Jim Vaccaro, Carole Dunivan, Carl Heller, John Ferriday, <br /> Anne Shaw, George Be way III, Mr. Finn, Dr. Petti , Paul Ott, <br /> Mane Rommelme er, Dr. DeMoura, Jim C ones , Nancy C a.ffr n, <br /> Al. Polsi , Paul Sommerville, Maryanne Gibbs <br /> The Meeting was Called to Order by Chairman Carter at 6: 12 p.m. <br /> The motion was rade by Selectman Gottlieb to approve the minutes <br /> f April 22, 1991 Regular and Executive Sessions. The motion was <br /> seconded by Selectman Hanson. The vote of the Board is unanimous to <br /> approve the past minutes. <br /> APPOINTMENTS AN D HEARINGS. <br /> Joint Meetingwi th School Committee and FinanceCommittee: <br /> Mr. Harrington reported of a meeting late Monday with Dr. DeMoura, <br /> Jiro Vaccaro and members of the School Committee and Finance Committee <br /> o resolve various questions before the Town Meeting is scheduled. <br /> Subject to the approval, of the Board, the..,, recommendations of the <br /> group meeting include the return of $368, 550 to the Town"'s general <br /> fund which is the full amount of surplus money in the School Department' s <br /> s <br /> budget. <br /> The Finance Committee is concerned with the size of the surplus <br /> in the School Department' s budget, <br /> It was the consensus to reduce the School Department' s FY 92 budget <br /> b $100t000o The $100, 000 would be placed into a reserve account for <br /> the anticipated loss of local aid. This would be a. safety net to off <br /> i set the anticipated costs. The recommended School Department budget <br /> for FY 92 i $4,950, 000. <br /> Payment to the Cape Cod Collaborative has not been determined as <br /> reported by fir. Harrington, There is a dispute of two opinions of <br /> advance e payment# Mr. Harrington is working with Iowa Counsel to see <br /> if it is lawful for pay ent. <br /> Chairman Carter asks Dr. De Moura and Jim Vaccaro if this is <br /> reasonable accurate summary of the prior evenings discussion? The <br /> reply of the above is yes, <br /> Chairman Carter asked Mro Conery if the proposal was discussed <br /> with the School Committee and what was the response's Mr. Conery has <br /> briefly di cu sed the proposal with the School Committee members and <br /> Dr. De bo ra. The response is there will be no backroom politic deal. <br /> The School Committee has done nothing wrong and has nothing to hide. <br /> They. have worked hard to save the Town money and all the records are <br /> availa.be to review. Any further reduction of the FY 92 budget would <br /> be catastrophic. <br /> Chairman Carter asks why the School Committee is taking this a <br /> if they have done something wrong? Mr. Conery noted it was wrong last <br /> week to prepay Cape Cod Collaborative and with the return .of the surplus. <br /> its alright this week. This does not stand firm with him <br />
