f <br /> MINUTES <br /> Selectmen' s Meeting <br /> July- 18 , 1979 <br /> ALL SELECTMEN AND TOWN COUNSEL PRESENT. <br /> 1 Discussion with the press and citizens present re the incident <br /> at -Attaquin Beach on Saturday, July 14 , 1979 , when two female <br /> lifeguards were verbally threatened, harassed and abused. This <br /> incident resulted in a ,meeting on Monday, July 16 , 1979 , with <br /> Head Lifeguard, Matthew lase cue 1 in and Daryl Madden -(the only two <br /> male lifeguards) , and Selectmen Benway and Garland. <br /> After the facts were discussed, it was the decision of both <br /> Selectmen pre ent that all lifeguard protection would be removed <br /> from Attaquin Beach. A job of being lifeguard is to protect <br /> those people swimming; not that of a policeman.. Instructions were <br /> given to have the Attaquin Beach posted, as well as to have the <br /> cruisers stop by and announce on their loudspeaker that the <br /> beach is not protected by lifeguards and all people swimming are <br /> doing so at their own risk. Town Counsel was to be consulted <br /> for the wording of the signs. After signs are erected, a picture <br /> is to be taken showing them up. <br /> hmn, o' nnell was in complete agreement with what had been <br /> done regarding the situation, The signs are to be installed <br /> on Friday, July 20, 1979& <br /> 2 House Bili. #115 was also discussed in detail which is a hill <br /> to establish an Indian Housing Authority. The Secretary was <br /> instructed to advise representative Cahir that they will require <br /> notification o'f any public hearings regarding this bill. If <br /> there are to be no public hearings, a meeting with "the ewers <br /> that be" is to be scheduled. <br /> complaint had been received from Helen Kondochriste, as a <br /> citizen, about the condition of Wading Place Road, especially <br /> regarding the brush and branches that were protruding into <br /> the road. Selectman Garland instructed the Secretary to advise <br /> Mrs. Kondochriste to contact the Peninsula Council in writing <br /> and request their action as they have monies for this type <br /> of work. <br /> Attorney lathy O' Connell returned to the Selectmen to ask why <br /> the Building Inspector was allowed to issue a building permit <br /> for property owned by Ms . Ior'cott. According t -Attorney O'Connell, <br /> there is a zoning violation on this property on the sideline <br /> requirement, and it has always existed. The Building Inspector <br /> alledgedly has issued an extension to an existing building <br /> permit and, according to Attorney 'Connell, this would be <br /> illegal under the circumstances when a zoning violation exists. <br /> Motion by Selmn. Benway to have Town Counsel handle this problem. <br /> Town Counsel was instructed to get in touch with the Building <br /> Inspector and find out all the particulars , first hand, and then <br /> 0 <br />
