MA HPEE FINANCE CE COMMITTEE MEETING MINUTES <br /> JANUARY 10, 1995 <br /> MEETING COMMENCED AT :10PM <br /> Finance Committee Members present: Dan Goggin, Chairman; Marcia <br /> King, vice Chairman; Sid Golub; John Ferriday: Denise Sullivan and <br /> Tony Gallo. Juan Bacigalupi was unable to attend. <br /> Please note for the record that the taping of this meeting is for <br /> the transcription of the Minutes only. once the Minutes are <br /> approved, the tapes will be reused, <br /> Minutes <br /> Sid Golub MOTIONED to accept the Minutes of January 3 , 1995 as <br /> written. Marcia King seconded the Motion and members voted -o to <br /> accept the Minutes. Demise Sullivan refrained from voting due to <br /> her absence from that meeting. <br /> Tong Range Plan <br /> The Long Range Plan had been presented in its final form. The <br /> Committee reviewed the Plan. Mr, Ferriday asked the validity of <br /> the numbers which Nis. King increased by %, Mr. Goggin answered <br /> that for FY9 4 the Ilan balanced to the penny. He further explained <br /> that these numbers plus recommendations and FY95 budgets were used <br /> and FY95 was reconciled with the TownAccountant. Mr. Ferriday <br /> asked that to the best of the Finance Committee's- ability the <br /> numbers are valid? Mr. Goggin answered yes. <br /> Mr. Golub asked why the Committee accepts as given that the tax <br /> rate will always increase instead of attempting to keep it stable? <br /> The answer was that because of the Education Reform Act, less money <br /> will be going -into Stabilization to help offset the Tax Rate. <br /> Deirdre Greelish asked if the Plan will be modified when the <br /> Capital Committee meets? Mr. Goggin answered that the Committee <br /> will work within that particular line item. Mr. Gallo stated that <br /> the money has to came from the departments one way or another, Mr. <br /> Ferriday mentioned that if a road, for instance, has to be <br /> reconstructed, it is double the expense of resurfacing, Mr, Goggin <br /> explained that for F 9 , $235,000 has been added to the budget for <br /> road projects. Mr.. Ferriday then added that he is aware of certain <br /> roads that the State will not reimburse the Town for. 'These roads <br /> include Great Deck Road, Forth and. South. Mr. Ferriday explained <br /> that he brought this to the Committee's attention because he had <br /> pmt with Gree Taylor and felt it was very important that the DPW be <br /> allowed to maintain that particular infrastructure. <br /> Mr. Golub asked Ms. King if she' had an agreement with Dr, DeMoura <br /> regarding the School Department's figure in the Plan? Ms, King <br /> answered that she did not have an agreement but that she would be <br />
