Roll call vote to enter executive session. Brian
Baumgaertel (yes) Kripani Patel (yes) VOTE: Unanimous (2-0)
EXECUTIVE SESSION:
Board of Health appeal of DEP Title 5 Approval—100 Great Neck Road North
Mr. Harrington updated the board of that he did hear from Brian Yergatian who is the engineer at BSC.
He said that they wanted to eliminate some of the seating in the restaurant and drop below the 10,000
gallon per day threshold so the Board of Health could take jurisdiction of the permit again and also it
changes the ability for different systems to be approved under Title 5 which the Board of Health can
approve and would not need DEP approval. DEP essentially came back and said the layer cake system as
proposed could not be used because it was over 10,000 gallons per day. So that took care of our
proposal for using the layer cake even though DEP said they could have used remedial during the initial
pre-conference hearing but that ended up not being true and so they essentially denied using the layer
cake over the 10,000/day threshold. Brian from BSC has proposed to use the Singulair wastewater
treatment unit and what they're looking to do is make one collection system and have the collection
system go into one large tank and a single treatment train to pump chambers that would pump to the
previously designed leeching fields. They're looking to maintain the leeching fields in the same locations
but try to use one single treatment train in one central area. Right now there is basically a series of
tanks and pump chambers at each of the buildings so I think there is a whole ton of concrete out there
that is proposed and they're trying to reduce the amount of tankage and do larger tanks in a single
treatment train. The other thing on that is that I did hear from Rob Mills, he called today about Omar,
Inc., but also told me on a side issue that the Singulair system that is proposed is going to be$100,000-
$120,000 more than the layer cake system. He wasn't wholly optimistic that the owner was going to go
with that. At this point where this is the only system that is proposed and Singulair has a relatively good
track record with their treatment and I think that is something we should support.
