3 -
TAX ASSESSOR'S OFFICE (Continued)
As a result of the aforementioned, we recommend all
application requests contain more specific data before the request is
acted upon. This information should become part of the permanent file
and referenced on the tax assessment card. We also recommend that all
applications be completed in their entirety by both the applicant and I
I
Tax Assessor's Office.
I
PAYROLL RECORDS
As part of the payroll audit, we reviewed the following areas. _
i
. Weekly Departmental Report of Attendance. .
. Salary Administration Plan. `, i
The Town of Mashpee continues to utilize the same payroll
reporting system. As indicated in last year' s management letter, the
I
present system does not indicate the number of hours worked. As a
result, the records do not allow one to determine whether or not
employees are a) making themselves available to the taxpayer during
normal business hours; b) have worked the required number of hours; or
c) are violating state laws.
At the present time, it appears the employee time records
regarding sick days are being adequately maintained; however the Salary
Administration Plan requirement .that a doctor' s certificate be provided
by individuals absent from work for three consecutive days is not being
complied with. In fact it appears this item has become worse since
last year.
CNgRLES E. DIPESA & Co., BOSTON, Mass, (617) 423-3555
