TREASURER'S TAX COLLECTOR OFFICE <br /> As commented upon in last year ' s management letter, the tax <br /> bills are prepared by a service bureau; however the updating. and <br /> posting to the tax committment books during the year continues to be <br /> done on a manual basis . It is our understanding the Tax Collector' s <br /> office seldom prepares a detail account of the outstanding amount of <br /> the real estate, personal property or motor vehicle excise tax bills <br /> to determine if the detail agrees with the control amount contained I i <br /> in the Town Accountant' s general ledger. <br /> RECOMMENDATION <br /> We recommend the Town completely automate the tax committment <br /> and collection procedures by contracting a service bureau to <br /> periodically provide an automated listing of outstanding taxes or <br /> incorporate this as part of an automation of the Accounting Department <br /> and Treasurers . Office. Such a procedure should provide greater <br /> accountability and control, enable the Treasurer to obtain a detail X_,' <br /> listing (exceptional report) of the taxes outstanding by year and type. <br /> This exception report would then become a tool by which the <br /> Treasurer/Tax Collector could insure the necessary tax title and <br /> Possession procedures are conducted on a timely basis. <br /> In addition this periodic listing would enable the Treasurer/ <br /> I <br /> Tax Collector, Town Accountant, and Assessor' s Offices to compare the <br /> detail of the taxes abated or exempted during the year and assist them <br /> in making certain their respective .records are in agreement. <br /> Y <br /> --j <br /> CHARLES E.
