14 <br /> Mrs. Herrera is sorry that her corral is 15' away from her back window. She is <br /> sorry for that. She also knows that Mrs. Murphy doesn't have to keep the horses <br /> out of there that is her property. But, in the same token she has a grandmother <br /> who feels claustrophobic and wants to open a window. Every time an ambulance <br /> has to come because she is dying of COPD. The dust and the smells add to her <br /> asthma. Her issue is really a health issue. It is really sad. She did keep the horses <br /> out of there and it appears to be better. <br /> Mr. Doherty stated that he may be wrong, but he hopes that the flies are just one <br /> of those strange abnormal incidents perhaps due to the cold and hot weather. <br /> Nothing is going to be glossed over. Mr. Harrington has been out there and he will <br /> be back out there. He will probably be out there tomorrow. He will drive by to say <br /> hi or whatever not to tear the place apart. The BOH will look it on a continuous <br /> basis, but, not just for the next week or two. But, to make sure that everything is <br /> okay. Maybe June (animal control officer) has some good suggestions. He doesn't <br /> know? <br /> Mrs. Coughlin had another question and it maybe for the zoning or building <br /> department. As far as leasing a horse, she knows a few people that have horses <br /> here so she had had some experience with friends' horses. She knows that when <br /> people don't want the horse they can write up papers to lease the horse. This could <br /> be a way of collecting and having horses boarded there illegally just by signing a <br /> paper that says I am "free leasing" this horse for a year. She would like to ask that <br /> no leases be available. That is probably an issue that is just paperwork. <br /> Mr. Doherty stated that they would have to take a look. He was sure that they had <br /> a big file. They'll take a look and if there is something that is inappropriate they <br /> will have the building department take a look at it. <br /> Mrs. Murphy replied that the leases are on file at the breed of registrations. They <br /> are perfectly legally. <br /> Mr. Ogg stated that his family has been in the neighborhood the longest out of <br /> anybody in this room. There have been three other tenants in that barn at various <br /> times. They have never run into this kind of a situation before. How can all of these <br /> other people do these things, never have any kind of health issue at all and now all <br /> of a sudden when the Murphy's move in there is nothing that can be done. It just <br /> we are going to take this and like this?That's how he is looking at it. There is dust <br /> flying everywhere. We can't have the windows open. We can't have cookouts. We <br /> can't have friends over. They always could do that regardless of the tenant that was <br /> across from them before. Regardless of however many horses were there. There <br /> were always three to six sometimes nine horses there at any one time in the front <br /> back and sides. They went up and down the street in front of the house and never <br /> had a problem. With all the different tenants that have been there within the twelve <br /> thirteen years that they have lived there they've never had a problem. Why are <br /> these other people doing things that didn't affect anybody? You didn't know that <br /> barn was there ever. He is curious as to why things are the way they are now? <br />
