13 <br /> Mrs. Coughlin stated that there are children on the road who won't stand at the <br /> bus stop and wait in cars because they are afraid. The children have fear in them <br /> from the horses. She continued, for the record, that Mr. Proverb has a driveway <br /> that is a single driveway. When he and his wife are home on the weekend one of <br /> them has to park in the driveway. <br /> Mr. Herrera then stated that he has known Scotty (Mr. Proverb) and when he walks <br /> down then his van has been there forever. He has seen Scotty's van in front of his <br /> house for the last 9 years at the very least. <br /> Mrs. Herrera interrupted stating that she does not know this woman (Veronica <br /> Warden, health agent) from a hole in the wall other than dealing with her here. <br /> Roni (Veronica Warden) told Mrs. Murphy because Mrs. Murphy told her quite <br /> some time ago, every single time a complaint is put against her farm she (Veronica <br /> Warden) does let her know. <br /> Mr. Doherty interrupted by stating that in a way she would kind of half to in order <br /> to follow up the complaint. He then addressed Mrs. Murphy saying that she had <br /> her hand up to say something. <br /> Mrs. Murphy continued by saying that two of the incidents that the horses got out <br /> they were let out. There is now a lock on that gate an actual bolt lock that you have <br /> to lock. There were three young girls, she didn't know who.they were and she didn't <br /> go and bother to look for them that let them out. The second time two boys let <br /> them out. They throw rocks at the horses to get them stirred up. She can't see <br /> because of the fence in the yard. When she hears running she goes out. The third <br /> incident occurred when the arena door was open and the bar wasn't' across. It <br /> wasn't a nine-year-old. It was a twenty-nine-year old girl. Something went by the <br /> door and spooked the horse. She hit the concrete wall and she ran out. From what <br /> Mrs. Murphy understands they had him back at the farm in less than ten minutes. <br /> Mr. Doherty stated that accidents happen and none of us is perfect. He was sure <br /> there are times that we've left the front door open or keys in the car. Not to justify <br /> the situation just saying that things happen. Your combined presence here tonight <br /> has made it crystal clear that the issue has come to a head and needs to be <br /> addressed and the BOH will address it. As far as being a familiar face that's fine. <br /> Most of the time we don't see people unless there is a problem. That is kind of sad <br /> too. He is not saying come down every week. Surely by all means don't be hesitant <br /> to call even if you just have a question. It doesn't have to be a bad experience <br /> dealing with town government. Give us a call if you need to know or if you are <br /> curious or just research. He strongly encourages that action. <br /> Mrs. Ogg continued that she feels she speaks for all of them. They don't have a <br /> problem with the horses. They liked having the horses over there. There are a few <br /> minor turning into major issues that they would like to see taken care of. <br /> Mr. Herrera then stated that he doesn't believe that the Murphy's are bad people <br /> trust him. They are okay neighbors. But, when it becomes a health issue it's <br /> another problem. <br />
