19 <br /> Mr. Harrington stated that the property lines were not questioned just because the <br /> asphalt was far enough away that it didn't look like it was in the layout. It wasn't <br /> until the homeowners had a survey done that they found out that the septic <br /> system was over the property line. <br /> Mr. Doherty then asked for a copy of the entire file and have the discussion <br /> continued upon his review. <br /> Mr. Harrington continued that a couple of recommendations that he would like to <br /> make also along 307 Shore Drive. The sketch we have was not stamped by a land <br /> surveyor. He would request that from Chris Costa or from the owners who had <br /> Chris Costa do the survey. He is taking the attorney's word because the attorney <br /> spoke with Chris Costa who did the survey. <br /> Mr. Doherty then asked Charlotte A. Garron, administrative assistant, to review <br /> the minutes surrounding the emergency repair of the system back in 1997. The <br /> minutes may review what exactly may have gone on that is not evident in the file. <br /> C. Merrymeetina Farm Mrs. Murphy <br /> Mr. Doherty offered Mrs. Murphy another opportunity to speak to the BOH about <br /> the complaint against her farm. <br /> Mrs. Murphy explained that first and foremost she had no idea that this was going <br /> to happen tonight. She really didn't need to know. She has had nothing but Mr. <br /> Proverb from the get go. He has not tried to be a good neighbor. But, that is neither <br /> here nor there. She has been visited by one or another of the departments in this <br /> town twenty times over two years. The list of people who have visited her farm are <br /> the following: Bill Haulk, Elias McQuaid, Veronica Warden and June Daley. She <br /> has all of the business cards and all of the dates. She had one visit from Bill <br /> Haulk, Veronica Warden and one other gentleman because Russ Wheeler's wife <br /> made a complaint about the smell from Mrs. Murhpy's property. Come to find out <br /> that the smell was coming from her own property. They had had Cape Cod <br /> Resources put loam down. They had just put in a sprinkler system in their yard. <br /> Their yard was right behind her bar. Mrs. Wheeler was quite chagrined over that <br /> whole scene. There have been a lot of things blamed on her, her property, her <br /> husband and her child. <br /> When she tells the BOH members that they have tried to improve that property <br /> they are fighting a battle. Number one there is not one single building permit in the <br /> building department on anything in that property. She is dealing with an illegal <br /> septic system. It was installed next to a swimming pool that was filled in. There <br /> was no permit for the installation. They didn't know about any of this stuff. The <br /> electric stuff is failing. The one thing that was built properly is the barn for the <br /> arena. That arena is so shored up it's incredible. The girders going across are 12" <br /> apart. There is an automatic fly system that goes off every three hours. Mr. <br /> Harrington can attest to that. <br /> Mr. Harrington confirmed that it does in fact work and the flies do die. <br />
