The BOH members could use <br /> just the plan and then stated on the Title V application that the BOH granted <br /> the variance from the sideline or whatever. <br /> Mr. Harrington offered that on the emergency certification form the health <br /> agent can state it right on that and have it approved at that time. <br /> Ms. Warden state that they could also put a line in there saying, "variance <br /> required: yes/no" state variance and when granted. <br /> Mr. Santos then asked to throw an example on the table.The BOH had <br /> discussed in the past that emergency repairs needed engineered plans. Did the <br /> Board want to revisit this option again? <br /> Mr. Ball stated that that was the agent's call. <br /> Mr. Doherty stated that the whole point of that was that they used to run into <br /> situation who have lived there forever on these small lots with non-engineered <br /> systems. Now it is failed. They don't have the money to obtain engineered <br /> plans. <br /> Mr. Santos then brought up the example of the new owner who didn't know <br /> whether or not the septic system was an engineered system. <br /> Mr. Doherty stated that he didn't have a lot of sympathy for that type of <br /> example. The emergency repair was constructed for homeowners who where <br /> here all the time. The system failed. They needed to fix and didn't have the <br /> money for engineered plans. Those were back in the days when Randy Peters <br /> was the chairman of the BOH and installing systems. The policy goes back <br /> quite a ways. Should the BOH revisit this policy? Maybe they should. It should <br /> probably be the agents call. If there is no re-sale involved should there be <br /> engineered plans? <br /> Mr. Harrington then reiterated they have had this emergency certification <br /> program in place for quite some time with only a few instances that there have <br /> been problems resulting from the initial emergency repair decision. <br /> Mr. Doherty felt that it benefited the public at large. The BOH was trying to <br /> eliminate an unnecessary expense to the homeowner. <br /> Ms. Warden then recommended that the BOH motion on this request now. <br /> Mr. Santos made a motion to approve the addendum to septic system failure <br /> policy #43 and #54 as prepared by the health agent with the modification of the <br /> emergency septic repair form as recommended by Ms. Warden.
