24
Ms. Warden stated that the BOH had to approve the installment of a denitrification
unit.
Mr. Slavinsky continued by stating that it has to be approved by conservation.
Mr. Ball made a motion to approve a denitrification system and an O & M on 6
Meadowbrook Road. Mr. Santos seconded the motion. Motion passed.
APPOINTMENT: Jack Landers-Caulev 140 Captains Row
The applicant was requiring two variances. The first is the S.A.S. is proposed
placement 105' from the neighbor's well diagonally across the street. The state
variance is for placement of a septic tank within 10' of a crawl space.
Mr. Landers-Cauley began by stating that the project included the razing of the
existing house and the construction of a new house. They anticipate that the
conservation commission based on an informal conversation that he had with Bob
Sherman will more than likely require a denitrification system. He wanted the BOH
to recognize the variances as noted in his letter dated 10.15.01. Furthermore, if
conservation does require denitrification he wanted get approval that one can be
installed. He would like to come back to the BOH later on with the conservation
requirement and get the paperwork going and vice versa.
Mr. Doherty asked Mr. Landers-Cauley to clarify what the "85" was since he didn't
have a copy of the whole plan.
(Mr. Landers-Cauley replied to Mr. Doherty's question but I was unable to
understand his response due to other contributing noise.)
Mr. Harrington stated that he met with Mr. Landers-Cauley for a prelimary
discussion on this property. It is a four bedroom existing to a four bedroom
proposed on a considerably larger footprint. There is a give and a take to put the
primary were the reserve area is and get outside of the 150' from the well. The
alternative is to keep conservation happy by keeping the S.A.S. as far from the
wetlands as possible at their request. The reserve area isn't mandatory. But, in this
case it is warranted because it is a considerable change in the footprint.
Mr. Doherty asked what the general groundwater flow was to this area. Would the
affluent flow to or away from the well?
Mr. Landers-Cauley replied that it would flow away from the well. The groundwater
would tend to flow away from the well due to the location of the tidal water
location.
Mr. Doherty then asked what the trade off would be if they swapped these areas.
Mr. Landers-Cauley stated that there would still be less than 150" so they would
still have to come before the BOH for a variance. He calculated it at something 128
to 130'. He continued by stating that the problem with any of these plans is that if
they knew all of the answers ahead of time. They would bring the plans to the BOH
