It would have been a mounded system even back then. <br /> Mr. Santos continued by stating that the lot has been filled since then. <br /> Mr. Slavinsky confirmed that fact. He continued by stating that he didn't believe <br /> that Mr. Mahoney understood what the BOH was trying to tell him regarding the <br /> filling in of the lot. All Mr. Mahoney thought about was that the BOH said that <br /> they could fill it. <br /> Mr. Santos continued that if they were going to get down to the virgin ground <br /> the only way they are going to be able to get it perced is to de-water it. Correct? <br /> Which is not allowable by town regulations. <br /> Mr. Harrington stated that that was a correct assumption on both accounts. <br /> Mr. Slavinsky continued that you couldn't do a perc test in that fill and peat. It <br /> is impossible. The fill wasn't that bad. But the layer below it is poor material. <br /> Mr. Ball then asked Mr. Slavinsky in the CMR where the section is on the strip <br /> out issue. He wanted to read it. But, he couldn't find it. <br /> Mr. Slavinsky stated that all it was going to say is that it has to be stripped out <br /> within 5' of the leaching facility. There is a letter from the DEP to the Mashpee <br /> BOH saying that percable material is allowed below the water table. There is also <br /> a plan down on Taffrail for a Clevus Mulching System that was approved by a <br /> Mashpee BOH. It says that below the water table, without doing the de-watering <br /> test, it is percable material and a permit was issued. The Conservation <br /> Commission also approved it. It is based on the fact that general knowledge says <br /> that it is good material. Ground water was moving through it. Ms. Warden was <br /> there when they dug the holes and the water was kind of seeping in. When they <br /> broke through to the good material and the ground water poured into the hole <br /> and came up. Those are the measurements they received. The reason it came up <br /> is because it is percable material. That is why the water moves through it. It <br /> wasn't a bunch crap. The first 8 1/2' was terrible. <br /> Mr. Santos reiterated his previous concern that it is in a tidal area. <br /> Mr. Ball stated that he really needed to look at the lot. He really did. <br /> Mr. Santos asked if it was next to the pond or the ocean. <br /> Mr. Ball stated that houses surround the lot. It is out in the middle. Mr. Ball <br /> continued that what was going to happen tonight is that they will not be making <br /> any decisions because they don't have a full Board present. The other two Board <br /> members have not had the opportunity to view the lot. Before a final decision is <br /> made they should at least have the knowledge of a visual of that lot. <br />
