8 <br /> APPOINTMENT: 187 Daniel's Island Road Cape & Islands Eneineerine <br /> The applicant is requesting the following variances: 1. The proposed reserve <br /> S.A.S. will be zero feet off the street property line. 2. The S.A.S. will be 66' from <br /> the salt marsh. 3. To mitigate the variance request we are proposing a micro-fast <br /> denitrification system (general use) and also proposing a sunray ultraviolet <br /> treatment system. <br /> Mr. Harrington began by stating that he had advised Cape & Islands that an O <br /> & M contract is required prior to the issuance of a certificate of compliance and <br /> occupancy permit. Also, the O & M had to include the sampling (I can't make <br /> out the next part of the conversation.) for total nitrogen quarterly for two years, <br /> which is standard under our variance request for I. A. systems. This includes <br /> UV disinfection. They are 66' minus the 75' to BVW across the street. <br /> Mr. Ball confirmed that all this is stated in the letterhead. He asked if everything <br /> was all set with this letterhead. The variance requested with nothing missing. <br /> Mr. Harrington stated that it was pretty straightforward. <br /> Mr. Ball asked if general use would cover the O & M. <br /> Mr. Harrington stated that that was correct. That is a condition of the BOH's <br /> approval that cover's the variances. He will put that on the letter to them. They <br /> will not get an occupancy permit until that condition is met. <br /> Mr. Ball made a motion to grant the request for the following variances: The <br /> proposed reserve S.A.S. will require a 10' variance. The S.A.S. will require a 44' <br /> variance from the salt marsh. The variance will include a micro-fast <br /> denitrification system (general use) and also proposing a sunray ultraviolet <br /> treatment system. The condition will include an O & M. Mr. Santos seconded the <br /> motion. Motion passed. <br /> APPOINTMENT: 17 Uncle Percy's Road Cape & Islands Engineering <br /> The applicant is requesting the following variances: They are looking for local <br /> approval for a 4' separation between the bottom of the S.A.S. and high <br /> groundwater elevation. <br /> Mr. Slavinsky began by stating that Mr. Joseph DeBarrows, licensed septic <br /> installer, was issued a repair permit to start digging and he hit water at 4'. He <br /> began to put a tank in there. (Unfortunately I couldn't hear the rest of Mr. <br /> Slavinsky comments due to interference.) <br /> Mr. Harrington interjected that he put a cease and desists on the permit <br /> because he hit water. Furthermore, everything that he was doing was going to be <br /> suspect. It is unfortunate that he damaged the cesspool in the process. He <br /> allowed him to put the tank in and re-create what portions of the cesspool he <br /> could just to get them by until the plan could be completed. There was a plan <br /> done right next door. So they had an NGBD data mall down there, which <br /> covered a lot of legwork. He knew that the engineering wasn't going to be too big <br /> of a deal and he had a good idea where the ground water was. He had seen the <br />
