16 <br /> Mr. Doyle from Doyle Engineering was present to represent his client from the <br /> Santuit Inn. He began by stating that he was here opening up a discussion and <br /> in turn obtaining the board's opinion in regards to his client's septic system <br /> options on this particular site. <br /> The site is located at 6 Falmouth Road just near the Barnstable town line. It is a <br /> small motel on the south side of Rte 28. The owner is Marion Augustus. At one <br /> time it was called the Town Line Motel and Merry Meadows. Ms. Augustus who <br /> owns the hotel is at a point in her life were she wants to upgrade the system <br /> financially and other reasons. However, it is not for immediate intentions of <br /> selling it. They were out there over the summer with Ms. Warden doing some <br /> testing. They found that when they design the system it is really going to cost a <br /> lot of money. They are exploring other options. They have looked at the water <br /> consumption of the site versus the Title V water flow regulations. That for the <br /> last three years the homeowner has only used between 11 and 12% of what Title <br /> V says she should be using for her facility. Title V states that the use should be <br /> 883,000 gallons per year. She is only using 100,000 gallons per year. It is even <br /> less for the year 2001. When they design a conventional system which included <br /> rule number 15 which states that they need to activate/install a reserve at the <br /> same time that they install the primary. Ms. Augustus is getting quotes in <br /> excess of$80,000.00. They are looking in different directions due to the fact that <br /> she uses so much less water than Title V calls for. <br /> Mr. Ball asked what the facility was licensed for. <br /> Mr. Doyle stated that it is licensed for twenty-two bedrooms. There are eighteen <br /> bedrooms that are rentals. There are two bedrooms that she lives in and two in <br /> the apartment that her manager lives in. If there were anything commercial it <br /> would be the eighteen bedrooms. <br /> He continued by stating that he has been over this with Mr. Harrington a few <br /> times. He is looking for direction from the BOH. They have also looked at the <br /> Mass Balance Analysis of the site per Cape Cod Commission Technical Control. <br /> They have compared that with the town of Mashpee BOH's requirement in Rule <br /> number 70, which is were they really get caught up. Rule number 70 states that <br /> when there is an existing system they have the right to upgrade the system <br /> according to generic Title V with the exception to install a reserve without the <br /> BOH's permission not too. It states that if they transfer this property they would <br /> have to upgrade anyway. They don't want to have to do it twice in two years. If it <br /> so happens that the place gets sold. The rule number says that "Where in excess <br /> of 600 gallons per day (which they are) they have to upgrade a system to a point <br /> where it achieves no greater than ten milligrams per liter total nitrogen <br /> concentration." This really kills them financially. However, when they did the <br /> Mass Balance Analysis of the site. They found that that comes up, which is <br /> including the roof areas, the paved areas, fertilized areas, lawn areas and in <br /> addition to the effluent. They come up with a figure based on their technical <br /> bulleting which puts total nitrogen input to ground water against the water <br /> input that is using the recommended values of that technical bulleting of 8.18 <br /> milligrams per liter which is below the 10 threshold.
