8 <br /> Ms. Warden asked the BOH members if they had a chance to look at the information <br /> that Mr. Harrrington provided regarding the contract with the restaurant that included <br /> a food consultant. <br /> Mr. Harrington continued by stating that he had spoken with David Carrigan the <br /> Falmouth health agent. George Heufelder, who is the chairman of the Falmouth County <br /> board of health, was in earlier on some county business. He asked him about the <br /> situation. Mr. Heufelder stated that Falmouth had required that a consultant come in <br /> and teach on-site on a periodic basis to oversee food handling and to teach additional <br /> food principals at a particular Chinese restaurant. The proposed action plan before the <br /> BOH members is what he faxed to them. They can use it as a guideline if they wish as <br /> some type of oversight of the restaurant. <br /> Mr. Ball asked if this wasn't what the food-handling program was all about. He further <br /> inquired as to whether this would take place prior to the food-handling program or <br /> after. <br /> Mr. Harrington replied that this was prior to their attending the ServSafe as far as the <br /> requirement of attending the ServSafe program. <br /> Mr. Doherty then asked Ms. Chen, "Of the family members that did attend, was there <br /> any kind of language barrier?" <br /> Ms. Chen replied, "When the lady came in there were four people in the restaurant that <br /> don't speak English. Christy knows a little bit. She thinks that she doesn't really <br /> understand." <br /> Mr. Doherty then reiterated, "But, when they went through the training course was <br /> there any language barrier then?" <br /> Ms. Chen asked, "The Chinese course?" <br /> Mr. Doherty again asked, "Was there any language barrier then?" <br /> Ms. Chen answered, "No." <br /> Mr. Doherty asked if the BOH members had a copy of the contract. He continued by <br /> stating that he had spoken to the agent earlier in the day regarding the "contract" which <br /> is essentially an agreement to hire a consult to complete onsite training for a specific <br /> period of time. There would have to be no language barrier with an appropriate <br /> instructor or interpreter would be available for all sessions. He understands a little that <br /> there is a cultural barrier here that these gentlemen come over from China. They are <br /> used to doing things that way. All of sudden they come here and we say that you have <br /> to do it this way and not that way. This is something that they will have to overcome. <br /> Certainly a language barrier is something that we can't have it and why. They need to <br /> really understand more than they just can't do it but why. <br /> Ms. Chen interrupted Mr. Doherty by stating, "I got the appointment for the citizenship <br /> ceremony on Friday morning at 9:00 AM.
