That why there is big problems." <br /> Mr. Doherty responded by stating that he was sympathetic but he didn't want these <br /> problems to be somebody winding up at the emergency room at the hospital. <br /> Ms. Chen agreed that she understood his position in this matter. <br /> Mr. Ball stated that he thought that the food handling certification would supercede <br /> this problem. <br /> Ms. Warden disagreed and stated that this would be a hands on an actual private <br /> consult going to the premises. <br /> Mr. Ball understood all of that and then asked what the purpose of the program would <br /> have been in the first place. <br /> Ms. Warden replied that it was further enforcement and a training tool. Mr. Harrington <br /> spoke with Dave Carrigan and the couple who runs this program. <br /> Mr. Harrington stated that he was not able to reach them unfortunately. However, he <br /> believes that there are consultants available to do this. He has a call into Priscilla Neves <br /> at DPH who also gets them into these programs. <br /> Ms. Warden stated that they had a wonderful success rate at the Golden Sails <br /> restaurant with this program. <br /> Dave Carrigan went through this in 1997 and the restaurant has been more than <br /> satisfactory. To the point were he is astonished as to how well they are keeping up with <br /> the food code regulations in comparison to the other restaurants. <br /> Mr. Doherty then asked if the BOH agents felt that this problem was unique to the <br /> Chinese restaurants do to the cultural language barrier. In other words, we don't run <br /> into these problems with other types of restaurants. Obviously, the language barrier is a <br /> big part of the problem. Do we feel that it is necessary and justified that we go a little <br /> bit beyond what the state offers in terms of ServSafe to insure this educational <br /> information is being imparted properly? <br /> Mr. Harrington responded that he believed part of that is discussed in this contract. <br /> Mr. Doherty interrupted Mr. Harrington by stating that that was what he was reading <br /> here. When they spoke of this earlier he was not in favor of this as an option. <br /> Mr. Harrington replied that he hadn't come up with any other options that were a <br /> solution to the problem. They have had the training. But, there is something happening <br /> where the principals aren't being applied. He couldn't impart all of the principals in <br /> English,just while he was there, were they are going to understand it. His only solution <br /> is to have someone who can speak to them in Chinese why things have to be done a <br />
