9
b. Septic Repair Program (article pulled from Oct. Town Mtg.)
Ms. Warden wanted to make the BOH very well aware of the fact that the
Selectmen pulled the article from Town Meeting. She is very upset about. She has
been in contact with Kendall Ayers at the county. It cost the Town 0% for the
septic repair program. The BOH no longer has funds. There is $5,000.00 for one
more repair. The BOH will no long have the septic repair program.
Mr. Ball asked why this occurred.
Ms. Warden stated that she spoke with the acting Town Administrator, Joyce
Mason. Ms. Warden explained the importance of this fund. Ms. Mason did not give
Ms. Warden any reason why the article was pulled. Ms. Warden called John
Doherty. He spoke to John Cahalane. Ms. Warden called Dean Arden on the
finance committee because the selectmen were meeting with the finance
committee. She explained to him. Ms. Warden was told earlier in the day that the
Town Meeting took place that she did not need to attend. John Doherty could not
attend because he was working.
The BOH has fourteen people waiting on the list and there is one repair left in the
funds. What the BOH is going to run into is that they are going to have to
condemn the house and quite possibly be responsible for the homeowner's
relocation. This is because the BOH condemned the house.
Mr. Ball stated that as of 5:00 PM today (August 30th, 2001) the reason they
pulled the article is as follows: 1) No one showed up to explain it. 2) John Doherty
had spoken to John Cahalane and said that someone would show up to explain
the article. 3) As of 5:00 PM the money was available and everything had been
straightened out.
Ms. Warden stated that she got wind of some of his information. There is a little
money left. Yes, there are 14 people waiting with enough money for one repair.
There are also 54 potential repair requests in the file cabinet. Ms. Warden stated
that John Doherty told John Cahalane that he could not attend. Ms. Warden went
upstairs to speak with Ms. Mason. Ms. Mason told Ms. Warden that she did not
need to attend. Ms. Warden explained the program in detail to Ms. Mason before
she left that conversation that afternoon. Ms. Mason ended the conversation by
telling Ms. Warden that she could handle the whole situation herself.
Mr. Ball asked when the Selectmen were meeting again.
Ms. Warden stated that the warrant went out to print this morning. The deadline
was August 29th, 2001.
Mr. Santos stated that he watched the Town Meeting on television and didn't
notice that they said anything regarding this article.
Mr. Alan Samry of the Mashpee Enterprise stated that the Selectmen discussed it
at the end of the meeting. Part of the reason it was withdrawn was because there
was no one there to discuss it. But, the message that Joyce Mason gave them and
