8 <br /> assumption that the overflow will go into the pit. <br /> Mr. Ball then requested the opportunity to review Mr. Doherty's response. He then <br /> stated for example, the BOH has an emergency repair with a cesspool. There is a <br /> 1000-gallon tank with distribution box and the cesspool was put in twenty years <br /> ago. <br /> Mr. Doherty interjected that it doesn't necessarily have to be a cesspool. <br /> Mr. Harrington stated that it would be a tank or a pit. The new Title V system will <br /> work off of the D-box. <br /> (The BOH members begin to use an engineered plan as a diagram to help in the <br /> discussion of what could or could not be done with the "overflow pits".) <br /> Ms. Warden entered the conversation by stating that the installer would have to <br /> run another line off of here with a speed leveler off of the D-box. The speed leveler <br /> would be in here and would be up high so that anything not leaching into the main <br /> leach pit would go.into the secondary leach pit. <br /> Mr. Harrington then stated that typically several installers would put in the bull <br /> run valve. However, he doesn't place much stock in the bull run valves. He feels <br /> that this alternative solution is a relatively passive method. <br /> (Once again the BOH members, specifically Mr. Doherty begins to refer to the <br /> engineered plans to describe to Mr. Ball how this alternative method would <br /> actually work.) <br /> After this discussion Mr. Ball asked, "What have we been previously allowing in <br /> these types of situations?" <br /> Mr. Santos stated that they never really addressed it. <br /> Mr. Doherty continued by stating that the BOH always had the homeowner put in <br /> a reserve and abandon the primary or fill it. They also required them to pull it, <br /> clean it and put it back it in. He further stated that the question has never been <br /> presented to the BOH in the manner in which Mr. Harrington had just presented <br /> it. <br /> Ms. Warden stated that this alternative had been done previously. The pit was <br /> used as an overflow. When the consultant was working with the BOH. She brought <br /> the alternative option to the BOH's attention.The BOH had pretty much <br /> abandoned that whole idea. There is a lot of controversy over this as to whether the <br /> leach pit can actually clean itself over the years. <br /> Mr. Harrington added that as long as the pit has structural integrity and there are <br /> no groundwater issues then he believes that the alternative solution should be <br /> entertained. However, if the failed system is a block cesspool with a block chimney, <br /> there would not be a question regarding how the situation would be handled. It is <br /> A <br />
