10 <br /> Mr. Doherty's concerns are that the secondary tank could be masking a problem in <br /> the primary tank. <br /> Mr. Harrington's argument is that if you don't have the secondary tank the primary <br /> tank will back up sooner because you don't have the additional 1000-gallon of <br /> storage. <br /> Mr. Ball asked Mr. Harrington as the new health agent coming on board what his <br /> opinion or recommendation would be to the BOH. <br /> Mr. Harrington replied that it was standard practice in Barnstable. Furthermore, <br /> many people that he has spoken to found it to be a sound practice. He is in <br /> agreement with them. <br /> Mr. Ball continued by outlining that there would be no well, water or wetland <br /> involvement. <br /> Ms. Warden then stated that when Charlotte Stiefel from the County heard that the <br /> BOH was participating in this practice. She reported it to her superiors and they <br /> were upset over it. Ms. Warden then suggested that Elias McQuaid, previous <br /> health agent, probably had heard that Barnstable was doing this and picked up <br /> the.procedure. <br /> Mr. Ball then asked the other BOH members if there was a current policy regarding <br /> this procedure? <br /> Mr. Doherty responded that that was what the BOH was currently working on at <br /> this moment. <br /> Mr. Ball also wanted to make it clear that the acceptance of this policy and <br /> procedure would not be misconstrued or misused in giving the applicant or the <br /> homeowner additional flow. <br /> Ms. Warden stated that she and Mr. Harrington were in agreement that anything <br /> that had a block style system would be vented and filled in. <br /> Mr. Doherty then stated that for the purposes of this discussion, if the BOH crafts <br /> a policy out of this alternative method, it will not under any circumstances be used <br /> for any type of calculations in terms of effluent disposal. <br /> Mr. Santos interjected that if a new system is installed. It is usually installed for <br /> the intent and purpose of handling the amount of effluent that it is constructed to <br /> handle whatever size house plus some extra. Correct? So, if this system fails, then <br /> why would we want to have a back up? Eventually the time will arrive when they <br /> will fail both. If the original system were to be incorrectly installed,why would the <br /> BOH consider a back up system?That is the question and concern that comes to <br /> his mind when considering this as an option. <br />
