7
was passed, he is ignorant of that information. He wasn't here when that was done.
They tried to be civil as a group of people who abut the farmer. Something has to
be done. They are here to make sure that it is done.
Renda Coughlin, they originally had a horse come into their yard. The story that
they were told was that some child that was too small took one of the horses out of
the barn and the horse got away from the child. Went racing to their yard
destroyed their lawn, which they work very hard to keep up. It went all the way to
the side yard. It almost made it to the So. Sandwich Road, which would be a pretty
serious issue because it is a very busy road. She knows that they have run down
Devonshire. There are tons of kids that play because it is a very quiet street. Cars
are very careful on that street. Lots of kids on the road. They go up there to ride
their bikes. The horses made it all the way to the end of that road at one point.
They were coming home up the hill from the backside of the neighborhood toward
their home. She had two horses coming at her in the car. She slowed down and
looked. She put the brakes on to tell the owners that they got out because at this
point they were really trying to be nice and cordial. But, at this point, she sees the
owners getting the horses. They already knew they were out. Therefore, she knows
of three instances. But, she doesn't know of all the others. They are constantly
breaking those fences. The horses are constantly breaking the fences. She couldn't
tell you how many times she has yelled out to someone working over there that the
fence was broken again. If the horses were smarter they would get all the time.
She's decided that every time the fence is broken she is calling animal control. She
doesn't want the horses out. She has a four-year-old and a six-year-old. She has
been around horses all her life as a young child. She doesn't feel that children and
horses mix very well. There needs to be adult supervision and especially horses
that are running loose. The flies where absolutely horrific awful. That's what really
brought them in to the meeting the fact that horses were getting out, the flies and
the smell. A little horse smell she could handle. She loves horses. She was happy
to move in. They knew Scott and he said that never has there ever been a problem
in the neighbor. The barn was wonderful. They bought the house. After the people
moved in sometimes they clean it and sometimes they don't. When they don't clean
it they all suffer. They are closing their windows because it is awful and they don't
want to smell it.
Michelle and Bill Ogg of 7 Warwick Way the second house on the street. Mrs. Ogg
began by stating that they have pretty much the same issues. The flies were
disgustingly thick. She had heard from their neighbors that when they came in
that day to the BOH two weeks that there hadn't been a complaint for over a year.
This is why. She complained and got a letter from Mrs. Murphy that she would sue
her for harassment if she complained again. (Mrs. Murphy then presents a letter
that she received from Mrs. Murphy to the BOH.) She initially gave the letter Russ
Wheeler (head of the Town of Mashpee Building Department) and as far as she
knows the Town has a copy. If the BOH would like another copy they were welcome
to it.
Mr. Doherty then stated that they BOH would like a copy of the letter and submit
as part of the meeting.
