g <br /> Mrs. Ogg continued that they just want something done. The odor to her is not <br /> really manure. It is a very strong urine smell, which blows in her direction mostly <br /> during the spring and the beginning of the summer; they need to close their <br /> windows. They feel like basically between the smell, the dust and flies they are <br /> hostages in their home. They have three children ranging from 15 to 7 they like to <br /> play outside. It has gotten to the point where they don't want to play outside <br /> because of the smell or the flies. <br /> Mr. Doherty then asked if anyone had any further comments. <br /> Mr. Proverb spoke up stating that he had one more quick comment to make. The <br /> issues of the horses getting out. The only reason why they are getting out. The <br /> horses are desperately trying to reach the grass on the other side of the fence. <br /> Giving the horses some hay very easily solves it. They are grazing animals. They <br /> are supposed to be grazing all day. The other issue, he didn't know if it had <br /> anything to do with this department. The variance was passed. What he read for <br /> the variance was that it was up to nine horses for pet use only. It is quite obvious <br /> to the building department. They have copy of their contracts. They are boarding <br /> horses over there and running a business out of that barn. He believes that it isn't <br /> zoned for that. It is semi-specific to the point that it says for pet use only for people <br /> who own the property. It says nothing about running a business out there and all <br /> that. He feels that the Town really needs to address the issue whether or not it <br /> properly zoned for running a business out there. You guys probably know that <br /> barn has been a sore on the Town of Mashpee's side from the day it has been built. <br /> It managed to survive all these years. Then finally a variance was passed on it. It is <br /> too close to the street. There are all sorts of things structurally wrong with the <br /> building. All they are asking for is just to take your neighbors into consideration <br /> and keep it tidy over there. If they kept it tidy over there they would care less if <br /> there were a hundred horses over there. If there weren't the issues of the smell, <br /> flies and dust t they wouldn't be there. <br /> Mr. Doherty began by stating that he has a stable next to his house and he takes <br /> care of the horses. Therefore, he is not a stranger to some of these concerns or <br /> some of things that go wrong with the horses. He noticed that he had two or three <br /> flies in his house that he has been trying to kill. But, nothing like they have <br /> explained. He certainly can justify the problems. He knows where it is and drives <br /> by on a daily basis. Hasn't he been out there to visit, but he will within a day or so. <br /> A couple of things came up in some of your conversations and in Mr. Proverb's <br /> letter. Mr. Proverb wrote that he "complained to the health department before with <br /> unsatisfactory results." That kind of bothers him. Did the BOH not do anything? <br /> Was it not properly addressed? <br /> Mr. Proverb stated that they have a very strong feeling that every time someone <br /> puts a complaint in and the BOH is getting ready to inspect the place. All of a <br /> sudden you see action over there. He didn't know why that was. All of a sudden <br /> you see trailers being hauled out of there and emptied, the lawn being moved and <br /> certain things going on that you normally see happening on a regular basis. He <br /> didn't know why that was. Apparently they have never found any issues over there. <br />
