TOWN OF MASHPEE <br /> SENIOR CENTER BUILDING COMMITTEE <br /> MINUTES OF THE MEETING OF JANUARY 20, 2004 <br /> Committee Attendees: Also Attending: <br /> Irving Goldberg Sharon Travers-Gay, Grant Administrator <br /> Harold Klegman Russ Maloney-FMSC <br /> Art Weinstein Carolyn Formalarie <br /> Jean Noussee <br /> Ed Adams <br /> Chairman Irving Goldberg called the meeting to order at 1:40 PM. <br /> REVIEW OF 12-30-03 MINUTES. The committee unanimously approved the minutes <br /> of the meeting held on 12/30/03. <br /> ADDITIONAL SENIOR CENTER SIGN. The committee discussed the idea of having a <br /> sign, similar to the one designed by the Contractor and installed at the site of the new <br /> Senior Center, to be placed at the driveway entrance to the Police and Fire Department, <br /> adjacent to the Police and Fire Department sign near Rt. 151. Ed Adams entertained a <br /> motion, seconded by Harold Klegman, that the committee send a letter to Joyce Mason, <br /> requesting that an additional sign indicating the location of the new site be placed on Rt. <br /> 151. The committee unanimously approved the motion. <br /> REPORTS. <br /> Grant Manager Status Report. Grant Manager Sharon Travers Gay reported that final <br /> clearance for the grant had been received, the Town had executed the contract with the <br /> contractor, all the bonds have been received and are in place, and the contractor is on <br /> site. A pre-construction meeting with the contractor was held on the morning of 1/20/04. <br /> Sharon stated that her role going forward primarily would be grant administration. She <br /> will be reviewing certified payrolls submitted weekly by the contractor. Because the <br /> grant is a federal grant, it is subject to state and federal wage rates and must be <br /> approved by the Town. The financial reporting goes through JCA to Sharon Travers- <br /> Gay and the Senior Center Building Committee, and after approval,_goes back to JCA. <br /> The Grant Manager's responsibility is to make sure that the Town meets all of its <br /> requirements as it relates to the grant. She ensures that money is drawn down as <br /> needed, and gets it to the Town for bill payments. She prepares quarterly reports that <br /> are sent to the State. She works closely with the Town Administrator, the Building <br /> Committee chairman,and the Clerk of the Works. Because funds are tight for the <br /> project, she will be watching the budget carefully, and will attend the Building <br /> Committee meetings at least once a month. Sharon explained that bills are paid on a <br /> pro rata basis. Bills submitted are paid one-fourth with funds from the grant; the other <br /> three-fourths with Town funds. <br /> Contract Award Status. The Town awarded, and has executed, the contract with <br /> Statewide Engineering. Iry reported that an addendum to the contract has been <br /> 1 <br />
