negotiated with the contractor. The addendum allows for a work delay in case weather <br /> conditions make it difficult or not reasonable to proceed. The contractor will go through <br /> JCA for permission of the delay. (See Attachment A for Addendum details). <br /> Iry stated that it would be necessary to remove the Leisure Services ropes course. <br /> Budget. (See Attachment B). The current budget figures indicate a $73,626 deficit <br /> amount against some items that are add alternates not on this list, i.e., kitchen, tile, <br /> fireplace and landscaping. The deficit amount has been turned over to the FMSC for <br /> their assistance in covering it. Should the FMSC not raise funds sufficient to cover the <br /> deficit, the contingency fund and the COA private commitment fund would be drawn <br /> upon. Russ Maloney added that the FMSC fundraising effort does not end when the <br /> building is completed. Funds will continue to be raised on an ongoing basis in support <br /> of the Senior Center program. <br /> PRE-CONSTRUCTION MEETING. The first pre-construction meeting was held during <br /> the morning prior to today's committee meeting. At the meeting, Sharon outlined the <br /> necessary requirements by the State to maintain careful records, provide proper grant <br /> funding, adhere to wage scales, and provide good, clean reporting. The contractor will <br /> be submitting incremental budgets, after he comes up with a profile of how he will be <br /> spending the funds. Bills from the contractor will be submitted to JCA for approval. <br /> Requests for funds will then come from JCA to this committee, and will be submitted to <br /> Sharon for approval. Approved fund requests will be submitted to the Town for <br /> payment. Sub contractor bills are paid by the contractor, but must follow the same <br /> approval process as the contractor bills. <br /> There will be a weekly construction team meeting held at the site each Monday <br /> morning, with the contractor, JCA, Clerk of the Works, and Iry in attendance. The <br /> contractor will present a proposed work schedule as to his plans for the week ahead. <br /> The contractor also will prepare a monthly requisition at the beginning of each month. <br /> One week before the end of the month, the contractor will issue a "pencil requisition" for <br /> the Clerk of the Works and JCA. With the pencil requisition, a walk-through will be <br /> conducted by the Clerk of the Works and JCA, to ensure that the contractor has <br /> completed the amount of work for which he is requesting payment. Any <br /> corrections/changes to the pencil requisition will be incorporated into the contractor's <br /> final requisition, and will be presented to JCA for approval at the next site meeting. <br /> The committee agreed that, going forward, the Senior Center Building Committee <br /> meetings would be held Monday afternoons at 1:30 PM at a trailer on the building site. <br /> The Building Committee will have a fund approval meeting once a month, around the <br /> 25th of each month. <br /> Iry reminded the committee that no one is allowed on the building site unless <br /> accompanied by a member of the construction crew. A fence will be put up to deter <br /> people from walking onto the site. <br /> GROUNDBREAKING REPORT. Iry reported that the groundbreaking event was a big <br /> success. He voiced gratitude to the Boys and Girls Club for making their facilities <br /> available to the Building Committee for the event, and further stated that the Senior <br /> Center looks forward to a longtime relationship with the Club. <br /> 2 <br />
