I
TOWN OFMASHPEE
SENIOR CENTER BUILDING COMMITTEE
Minutes of the Meeting of Tuesday, April 20, 2004
Committee Attendees: Other Attendees:
Irving Goldberg Jim Marr, Assistant Town Administrator
Ed Adams Dick&Jane Capelotti, Mashpee Garden Club Consultants
Harold Klegman Sharon Travers-Gay, Grant Administrator
Betty Nichols
Jean Noussee
Chairman Irving Goldberg called the meeting to order at 1:30 PM.
REVIEW OF 4/05/04 MINUTES
The 4/05/04 minutes were corrected as follows: page 1, under BILLS, 1), change 'resident engineer from
JCA'to'architect of record from JCA'. The committee unanimously approved the minutes as corrected.
BILLS. Chairman Goldberg reported receipt of the following four bills, which have been reviewed and
approved by the Architect of Record and the Clerk of the Works-
1)
orks:1) $265.00 from Briggs Engineering, for testing of cylinders
2) $720 from Ernest Virgilio, for Clerk of the Works activity for a two week period
3) $6,500 from STG Consultants: for ongoing administration and program implementation during
the period from 2/04/04 through 3/31/04;
4) $1880 from Ernest Virgilio, for testing of cement work, compaction of the soil, and plumbing
installation
After review of the four bills by the committee, it was moved and seconded that the bills be approved for
payment. The motion was unanimously approved.
REPORTS
Clerk of the Works. Iry reported that all the plumbing installed to date was approved today. He also
stated that an OSHA inspection at the site had found nine subcontractor safety discrepancies which will
result in fines to the contractor. Currently the contractor is busy compacting the material going into the
base for the foundation, which will be poured this Friday, weather permitting.
Site Meeting. Iry reported that progress was reviewed, and everything is on schedule, if the foundation
can be poured this coming Friday, April 23, weather permitting.
• There still is no permanent power from the electric company. If not soon installed, lack of electrical
power will begin to impact the contractor's progress. The contractor will contact NSTAR to push for
completion of the permanent power installation.
• The contractor has submitted a request for a 20-day variance because of the cold weather and
snow experienced during the first quarter of 2004. JCA will be reviewing the request and will send
to the Town for its approval. Iry does not foresee any delay in completion of the building on
schedule. A crew of 30 will be framing the building two weeks from now, which will pick up any lost
time to-date.
Grant Manager. Sharon Travers-Gay distributed the current project budget. The summary is basically
still the same. By the next meeting we should see a decreased financial deficit as a result of a
procurement from the COA donation account for the alarm and audio systems, anis for the kitchen
equipment from an FMSC donation. Sharon Travers-Gay has requested another drawdown of$21,000.
Payrolls are being monitored to ensure they are adhering to the required levels of pay-interviews with
employees have been conducted on-site.
1
