B. Such rules and regulations shall become effective upon their promulgation by the <br /> Town Manager and shall be consonant with those in effect by private industry <br /> and other Massachusetts governmental units. <br /> [See Charter, Section 4-2(01. <br /> §5-7. New and Full-Time Positions: <br /> A. Permanent full-time and part-time positions proposed by the Town Manager may <br /> be created and funded at Annual Town Meetings by a majority vote. Lee <br /> Charter, Section 4-2(0/. <br /> B. Permanent full-time or part-time positions may be created and funded at Special <br /> Town Meetings by a two-thirds vote, but only if the Board of Selectmen, <br /> following consultation with the Finance Committee, has determined by a four- <br /> fifths vote that the purpose of the new position is extraordinary. <br /> C. The salary classification of full-time and part-time positions may be modified at <br /> Annual Town Meetings by majority vote. <br /> D. The salary classification of full-time and part-time positions may be modified at <br /> Special Town Meetings by a two-thirds vote and only if the Board of Selectmen, <br /> following consultation with the Finance Committee, has determined by a four- <br /> fifths vote that the purpose of the reclassification is extraordinary. <br /> History: Added 12-2-1985 STM, Article 53, approved by Attorney General <br /> on 2-11-1986. <br /> History: Amended -1-1989 STM, Article 59, approved by Attorney General <br /> on 7-5-19-1989. <br /> §5-8. Appropriation for Fringe Benefits: No new full-time or regular part-time position <br /> may be created or filled by any board or official of the Town except in conformity <br /> with the Personnel Administration Plan, if applicable, and unless the Town Meeting <br /> article creating or upgrading the position from part-time to full-time includes an <br /> appropriation for fringe benefits for the first fiscal year. For purposes of this section, <br /> "fringe benefits" shall consist of any medical insurance, life insurance and pension <br /> reserve fund payments as the Treasurer determines are needed. Nothing in this <br /> section shall change the percentage of medical and life insurance payments for Town <br /> employees previously authorized by the Town. <br /> History: Added 8-25-1986 STM, Article 53, approved by Attorney General on <br /> 10-17-1986. <br /> ARTICLE III -- Treasurer/ Tax Collector <br /> History: Adopted as Ch. 2, Article 2.2, of the 1980 Code <br /> §5-9.
