r <br /> TOWN OF MASHPEE <br /> PERSONNEL BOARD <br /> • Minutes of Meeting, January 5, 1976, 7:30 p.m. <br /> PRESENT: W.S. Clendenin, C.A. Brown, R.A. Graham, R.A. Maxim, K.F. Parolski <br /> The minutes of 12/1/75 and 12/8/75 were read and approved. The minutes of <br /> 12/22/75 were read and approved as corrected. <br /> Concerning a letter dated 11/28/75 from Gordon L. Green, Chairman of the <br /> Board of Assessors, the Personnel Board will write a letter stating that the <br /> approved rate for clerks under the S.A.P. is $2.51 per hour. The. Board understands <br /> that this is for a temporary position of short duration, not to exceed eight (8) weeks. <br /> CC: Town Treasurer. <br /> A letter dated 12/31/75 from the Board of Selectmen was read., acknowledging the <br /> Personnel Boards' interpretation of evening secretaries'salaries. <br /> An appointment on 1/19/76 at 8 p.m, will be made with the Mashpee Police <br /> Emolovees Assoc., Inc. for a collective bargaining meeting, per their request dated <br /> 112/76. <br /> A meeting for 1/12/76 with a group of Town Hall employees has been cancelled. <br /> This will be re-scheduled for 1/26176 at 8 p.m. <br /> A letter will be sent to Attorney Staff requesting his opinion as to whether <br /> • Mr. Parolski, as a Personnel Board member, should be a part of collective bargain- <br /> ing with the police department, since Mr. Parolski is at times a special police <br /> officer. Could this be a possible conflict of interest, even though special police <br /> officers are not covered by this contract? <br /> A favorable medical report was received from Dr. Frederick DiIorio, who had <br /> examined Helen Kondochriste, Highway Department secretary, as. part of her pre- <br /> employment requirements. <br /> Regarding the Board of Selectmen's letter of 12/18/75 changing the title <br /> of Recreational Director to that of Park & Recreation Director, the opinions of <br /> various members of the Personnel.Board,questioned-the authority of the Selectmen <br /> to make such a change without the consent at Town Meeting, referring to Section 8 <br /> of the S.A.P. . It was unanimously voted that a letter be sent to the Selectmen <br /> requesting clarification or basis of their authority for such a change. <br /> Concerning a request dated 1/5/75 from Barbara Pocknett to have her previously <br /> approved vacation changed to sick leave, and carry such vacation over to 1976. the <br /> Board will request Mrs. Pocknett to ,meet with them oh 1/19/76 at 7:30 p.m. to discuss <br /> this. Mrs. Pocknett will be requested t6 bring a'doctor's certification showing the <br /> dates when she became ill and the period of treatment. <br /> A copy of a letter from Dr. H. Harris Funkenstein dated 12/19/75 and addressed <br /> to Kevin D. O'Connell, Chairman of the Board of Selectmen was read. This concerned <br /> Dr. Funkenstein's examination and evaluation of. George Costa's physical condition. <br /> After discussion, it was decided to send. a letter to Dr. Funkenstein, requesting a copy <br /> . . . . . . . . . . . . . . . . . . .continued <br />
