• Mr. Griffin sent the architectural RFP to Mr. Aitchison . He
thought the June 1 , 1994 date for design completion was a
mistake. He thinks a 6 month design time is suicide. Mr.
Aitchison asked if the town could bypass the June 1 , 1994
deadline (to have more design time) . Mr. Griffin explained the
cost of that would be devastating to the town . Mr. Aitchison
responded that it may instead burden the town with expensive
flaws.
Mr. Ian Aitchison, Brian Rowlands and Nancy Sullivan were present
representing Chartwell and Co.
The Committee had a lengthy discussion with them regarding the
services they can provide and projects they have worked on in the
past.
Chairman Dinizio explained this is volunteer Committee. In order
to get this project done professionally and cost effectively, we
need some professional assistance . The Committee is concerned
about who will do the coordination , stay on top of the day to day
details and also present alternatives and cost control .
Mr. Aitchison explained their background. They are quantity
surveyors, which is a British profession (no such individual in
North America) . They first came to the U. S. in 1962 and have
refined themselves to provide project management services. They
• have no vested interest in designing or engineering of the
project; they take a partial and objective view. They develop
strong budgets and schedules, in great detail , and then challenge
and monitor the Architect to see the budget and schedule is met
and there is less wasted time.
The same philosophy for controlling costs applies to scheduling
and project scope. You prepare the schedule upfront, if it is
not being met you do something about it there and then and take
action . Good architects do not put up resistance to this.
Mr. Griffin noted the Committee needs a firm to review the
design , be aggressive , and tell the Committee if the Architect is
not going in their best interest.
Mr. Martiros is worried this is duplicating the services of the
Architect who is doing cost comparisons.
Mr. Aitchison responded they will not be duplicating that
service. They set up budgets and set up schedules and set
targets and then spot check the Architect' s schedule and
estimates. They will make recommendations other than just cost;
it is all integral .
(Janice Mills joined the meeting at 8: 25 p .m. )
Mr. Dinizio asked about coordination. Where do they propose to
• be, physically?
Mr. Aitchison responded it depends on where the Architect is . He
2
