I• <br /> • <br /> MASHPEE HIGH SCHOOL BUILDING COMMITTEE MINUTES <br /> NOVEMBER 9 , 1993 <br /> TOWN HALL <br /> Present: Peter Dinizio, Merry Sue Ahlgren , Bill Jones, Bill <br /> Martiros, Steve Greelish , Janice Mills <br /> Tom Fudala, Dr . Lincoln DeMoura, Carl Franceschi , DRA <br /> Absent: Paul Griffin, Joe Polito <br /> Meeting convened at 7 :40 p .m. <br /> Mr. Dinizio explained to the audience the architect would first <br /> present a summary of the report, the Committee would ask any <br /> questions they had and it would then be opened to public <br /> questions and comments. <br /> Mr. Dinizio explained the site selection must be completed and <br /> available for the December 4 town meeting . The high school must <br /> be opened by September 1996 . The construction drawings must be <br /> to the State on June 1 , 1996 and therefore this Committee must <br /> hire an architectural firm as soon as possible. <br /> Mr. Carl Franceschi , a principal with the architectural firm of <br /> • DRA explained their firm was hired in June to help the Committee <br /> make a recommendation between the two sites. He presented the <br /> two sites - Rte 151 and the Mashpee Center site. He explained <br /> the steps in the process: <br /> - establish the goals of the project. <br /> - information gathering phase : they researched previous studies , <br /> met with town officials , and collected data. They did a traffic <br /> study, sub surface investigation and on site recognizance. <br /> - analyze the information: what are the important criteria which <br /> distinguish one site from the other. They formulated a matrix of <br /> criteria. He presented the matrix to the audience . <br /> - they prepared feasibility studies of the sites : they tested the <br /> capacity of the site to handle the high school program. How does <br /> it effect the matrix criteria? <br /> Mr. Franceschi explained that many of the criteria are <br /> comparable. He highlighted in yellow the most significant <br /> criteria on the matrix: <br /> - location <br /> - community impact and opportunity <br /> - operational costs <br /> It is their recommendation that Mashpee acquire the Center site <br /> for its high school . <br /> Location: the Center site is more central to the majority of the <br /> • student population . They gathered information from the census <br /> and the town planner which shows this. The major issues in <br /> siting a school are cost, access and traffic. Because so many <br /> 1 <br />
