students can walk or ride bikes to school , it reduces the overall <br /> traffic in the surrounding neighborhood . The community can use <br /> the building after school if it is accessible. One-third of the <br /> students are within 1 . 5 miles of the Center site, only 10% are <br /> within 1 . 5 miles of the 151 site. The traffic consultants said <br /> both sites could work but this one made more sense because of its <br /> central location. <br /> Community Impact: this site has historical value. The <br /> intersection of Great Neck Rd . and 130 was the focal point of <br /> development. It is significant that town hall is located here. <br /> This is an opportunity to locate a community center in a <br /> pedestrian environment. 151 is a more vehicular environment. <br /> The accessibility on weekends and after school to both students <br /> and adults provides significant opportunities to the town . <br /> Mr. Franceschi stated he understands many people are here tonight <br /> because of environmental concerns . They look at it as an <br /> opportunity . The majority of property at the Center site is <br /> privately owned. There was a condo project started with 144 <br /> residential units . Even with today's zoning it would allow 65 <br /> housing units. This is not a question of leaving it open or <br /> building a high school . A public development can be very <br /> • sensitive to the environmental concerns. The site is 180 acres <br /> and the school will use at most 80 acres and the building only 2 . <br /> There will be some pavement and trees cut for fields but they can <br /> site the school sensitively and with much greater control on this <br /> public development than on a private one. A large portion of the <br /> site can be left open and wooded . <br /> Operational Costs: Mashpee presently spends $450 , 000 on busing <br /> it's students. There are no sidewalks yet and no policy has yet <br /> to be adopted regarding walking but there could be a lot of <br /> students walking or biking each day . The number of buses and <br /> mileage would be greatly reduced . A conservative estimate for <br /> savings each year would be $50-70, 000 . This adds up year after <br /> year. There are already plans for a bikepath along Rte 130. <br /> There is one area where the 151 site is favored and that is site <br /> development costs. Utilities are already there. The plan can be <br /> compact, which is less expensive. Public water is available. <br /> Water would have to be brought up to the center site. The 151 <br /> site would represent a one time savings of $250-300,000 . <br /> However, the State reimburses the project (for Mashpee at a rate <br /> of 58%) for site development, but operational costs are not <br /> reimbursed . Total project costs could be the same at either <br /> site. <br /> Mr. Franceschi stated during their investigation, they found <br /> • there is a feeling the Center of Mashpee is shifting to the <br /> rotary area because of its large scale, commercial development. <br /> A high school is different from a commercial development.
