be located and serve a neighborhood . The 151 site is surrounded <br /> largely by conservation land , Quasnet River and undeveloped land. <br /> It is part of the proposed wildlife refuge. Does it make sense <br /> to eliminate that environmental amenity as opposed to this one? <br /> DRA' a specific recommendation to the town is they not acquire the <br /> commercial property along Rte 130 . It has a higher and better <br /> use to serve the town and it more expensive to acquire. <br /> Development of a school could support some commercial <br /> development. <br /> Another benefit of the Center site is there is a sewage treatment <br /> plant already designed and approved on the site. It is sized <br /> correctly for the high school and possible future elementary <br /> school and the permits can be transferred . This is a significant <br /> savings in time and a very valuable "pickup" with the property . <br /> QUESTIONS FROM THE COMMITTEE <br /> Bill Martiros stated both sites , if chosen , may have a future <br /> elementary school on them. Because of the power lines on the 151 <br /> site , an elementary school would not work out, it is a definite <br /> concern. <br /> Mr. Franceschi responded the power lines on 151 are a real and <br /> • perceived problem. There is no definitive answer on electro <br /> magnetic fields . They would work under the assumption you have to <br /> stay 200 feet back from the power line right of way. That <br /> greatly reduces the buildable area of the property. <br /> Steve Greelish stated a significant issue is the cost of bringing <br /> water to the Center site. Does he have a dollar figure? <br /> Mr. Franceschi stated water would have to come up Noisy Hole Rd <br /> to this site. The water district told him it would cost <br /> approximately $175 ,000 to extend the water line. There is the <br /> possibility of sharing the cost with residents in this area of <br /> town. It could also be reimbursed as part of the project cost. <br /> Mr . Greelish thinks that figure is low, considering how much it <br /> cost to bring water to other municipal areas in town. <br /> Mr. Greelish. stated we know the population center as it exists <br /> now. Did he look at buildout, where will the center be? <br /> Mr. Franceschi responded he met with the Planning Board and the <br /> town planner. Recent births and development have been equal in <br /> the north and central part of town . So many projects have been <br /> proposed and abandoned it is hard to put a number on new housing <br /> starts. <br /> Mr. Greelish stated what is now a potential savings of $30-70,000 <br /> becomes equal at buildout and we have to consider that. <br /> Mr. Greelish stated at the center site, the siting would require <br /> • 80 acres . Do you have a figure on the needed acreage for the 151 <br /> site? <br /> Mr . Franceschi responded the fields are more compact, the <br /> 3 <br />
