e
•
development of the roads is relatively the same. It would need
about 61 acres to accommodate the program. However , we are not
saying the town should only acquire 60 or 80 acres.
Mr. Jones stated this building will be a community school and
community center, it will be the heart of life in Mashpee . The
differences in cost are relatively minor compared to the effect
of the site on the social and educational aspects of the town . To
what extent did you deal with those impacts on the town?
Mr. Franceschi explained they labeled those as community impact
and opportunity. It is hard to measure or assign a value to
those items. The value of the center site is it is located near
the majority of students.
PUBLIC QUESTIONS AND COMMENTS
Vern Pocknett, Chief of the Mashpee Wampanoags. He asked Mr .
Franceschi , when talking of bring water up Noisy Hold Rd , are you
aware there is an underground river which runs through there? A
pipeline would destroy that underground river.
Mr. Franceschi is aware underground water flows in this vicinity.
He is not designing the project but when it is being designed
that will be taken into consideration .
. Roz Esposito, 48 Cambridge Drive. She asked where the former
dump site is? She is concerned about the potential dangers of
locating a school on an old dump site.
Mr. Franceschi explained preliminary subsurface investigation
found only ash , 4-5 feet deep . They did test pits , checked old
records, talked with the Board of Health . They tested for soil
contamination and found none and tested for methane gas and found
none. They would not recommend a building or paved area there
for structural reasons. A "soil cap" can be put on it to support
an athletic field. There is enough area to avoid that site
entirely if necessary.
Judy Mills, Meetinghouse Road . She asked if there are any APZ
issue which have to be resolved?
Mr. Franceschi explained this is an accident prevention zone. It
was established to preclude serious injury to major populations
and schools are precluded from being built there. A portion of
this site falls within the APZ . It is a very small strip an the
southern portion of the property . After talking with the
Planning Board and town planner, they felt the issue could be
overcome or that parcel could be eliminated from this property .
The majority of the property is not in the zone.
Ms. Mills responded very frequently planes do fly over the site .
It is distracting and not a good idea for a school .
• Ms . Mills stated that at the center site 80 of 180 acres would be
developed or about 50% and the 151 site 60 of 200 or only 30%
would be altered .
4
