t x. <br /> • MASHPEE HIGH SCHOOL BUILDING COMMITTEE MINUTES <br /> NOVEMBER 16 , 1993 <br /> TOWN HALL <br /> Present: Merry Sue Ahlgren , Bill Jones, Bill Martiros, Peter <br /> Dinizio, Paul Griffin, Janice Mills, Steve Greelish <br /> Tom Fudala, Dr. Lincoln DeMoura, Greg Taylor <br /> Absent: Joe Polito <br /> Meeting convened at 4: 10 p.m. <br /> The Committee met with George Benway who offered some insights <br /> into the price of land. He can show that a developer cannot <br /> afford to have land given to him. Developers do not care about <br /> appraisals. They decide what they can afford to pay for a piece <br /> of land , accounting for the cost of roadway , cost to put in <br /> water, the additional cost for septic, engineering cost, Cape Cod <br /> Commission process (which is a significant costs) , mitigation <br /> required by the Commission and their legal representation. <br /> The assessed value does not reflect the real world. That is why <br /> you do not see a lot of development today . <br /> Does a school have to go through Commission review? <br /> The Committee thinks the school is exempt from review. <br /> Mr. Dinizio explained this Committee is not involved with the <br /> appraisal end of it, that was the Selectmen ' s job. The Committee <br /> will not be involved with the negotiations, that is between the <br /> Selectmen , Executive Secretary and legal counsel . The Committee <br /> does need a final dollar figure for town meeting. <br /> Mr. Benway explained he has no interest in these parcels and he <br /> does not represent anyone. He wanted to give the Committee the <br /> benefit of how the market views large parcels of land - they have <br /> minimum dollar value. The Committee can have a market analysis <br /> study done. <br /> Mr. Griffin asked Mr. Benway if the permitted sewage treatment <br /> plant is a positive, is it worth something? Mr. Benway said it <br /> must be worth something , if the permits are complete . <br /> Mr. Benway stated someone should see the methodology used by the <br /> appraisers. Are their numbers good , solid? The Committee asked <br /> Mr. Benway if he would attend the meeting between the Committee <br /> and appraisers? He said he would . It has to be confidential , of <br /> course and he would like to review the appraisers report before <br /> he can critique it. <br /> The Committee thinks it would go a long way to have a Mashpee <br /> resident and expert in the field help review the appraisers <br /> • figures. <br /> 1 <br /> I <br />
