• does not have the money to develop a program ahead of time and it <br /> will take 45-60 days to develop. Any estimating company can <br /> develop cost estimates from a program. The Committee does not <br /> yet know what equipment will be required . The information from <br /> Dodge shows the cost of middle schools up 20% in the last 20 <br /> months in Massachusetts. This project will not go to bid until <br /> next June/July. The State is reviewing the $145 reimbursement <br /> figure because it is coming to close. The Wareham high school <br /> came in at $200 per sq foot. <br /> Carl explained you can base the cost estimate on the formula or <br /> can pay an architect to take it through preliminary design and <br /> then do a cost estimate and vote on that number. <br /> Chairman Dinizio stated it all comes down to trust - the town <br /> must trust the Committee to be responsible. They can use the <br /> middle school addition as an example, they have not even spent as <br /> much as they bonded . <br /> Chairman Dinizio explained he met with Selectmen regarding a <br /> project manager for the Committee - a full time representative . <br /> The Selectmen agreed it is a good idea. <br /> Mr. Griffin prepared information/literature on this subject. It <br /> points out some of the problems with a project of this size. He <br /> spoke with a company who provides this service. The Committee <br /> will discuss this in more detail at their next meeting . <br /> • ARCHITECTURAL RFP <br /> The Committee reviewed the updated RFP which incorporates changes <br /> discussed last week. A cover letter was added. Minimum <br /> evaluation criteria section was added . - <br /> **Ms. Ahlgren made a motion to pass this architectural and <br /> design services RFP onto Town Counsel through the <br /> Executive Secretary . Ms. Mills seconded the motion.** <br /> Discussion: <br /> Mr. Polito asked if the design development phase drawings and <br /> specifications will be reviewed by an independent consultant? <br /> Mr. Griffin responded that is up to the Committee. The scope of <br /> this contract is stating that the architect cannot go to the next <br /> phase without the approval of the Committee. <br /> Mr. Griffin will check the wording on the second sentence on pg . <br /> 5 . <br /> Mr. Polito stated the Building Inspector is concerned the <br /> architect have the financial ability to provide the independent <br /> consultant to review work , and if not, what happens . <br /> We should alert town counsel to provide a legal remedy for this <br /> situation . <br /> • Mr . Polito asked to add to statement on page 7 " must have <br /> previous experience in designing schools" add and show a strong <br /> 4 <br />
