• up in the back of the meeting room. We owe the town as much
explanation as we can. Mr . Jones stated they must give the
impression the Committee was diligent and looked at the options.
The Committee must prepare for what people may do to disrupt
this. They should prepare the questions that might be asked of
them and the answers. Mr. Dinizio will work on a general, outline
with Carl .
Chairman Dinizio explained he spoke with Representative Tom Cahir
about filing special legislation to get Mashpee on the top of
next year's funding priority list. There is a concern the Town
will have to carry the entire burden of the cost for 2 -3 years
(before State reimbursement) . The Selectmen and other
politicians in town should begin writing letters to the
representatives to get priority funding . The Committee asked Al
Polsi and the Taxpayers Association to write letters.
Al Polsi explained Rep. Cahir is aggressively working on trying
to get a higher reimbursement percentage for Mashpee . He feels
confident we will get between 62-64%.
Cost. Carl explained they had prepared some figures to use when
discussing the cost issue. The school will be designed to
service 1 , 000 students with a core facility for 1350 . One wing
will be "dashed" for future expansion and it represents 25 ,000-
30, 000 sq. ft. The remaining building is about 190 , 000 sq feet x
a rate of reimbursement of $145 . 25 per sq. ft translates to a
maximum allowable reimbursement of $27 . 7 million . That includes
5% for special education , community use, remedial , bilingual ,
etc.
Typical breakdown of categories is building construction , site
construction, architectural fees, furniture and equipment and
others - clerk of the works, surveyor, geotechnical
investigation , bid documents. Land costs are not reimbursable.
Typically it breakdowns 80% for construction , 20% everything
else .
Mr . Dinizio stated once a budget is established we shouldn 't have
to alter the budget. If bids come in cheaper , we shouldn ' t feel
compelled to spend every cent. Mr. Griffin stated the Committee
must generate a required list and then a supplementary list of
things we would like to have.
Deidre Greelish discussed the example of the Barnstable Middle
School . After first designing the building and using the State
maximum formula, they went back and did further research and
designed it for 20% less. It would be interesting to find out if
the maximum reimbursable amount is a realistic figure .
Carl Franceschi responded it is definitely a realistic figure .
The State solicits input from architects and looks at records of
recently constructed schools every year. They also collect
• opinions on where the cost per sq foot should be.
Mr. Griffin stated it is hard to evaluate the cost of a building
until you have at least a preliminary program.
