4.
PROFESSIONAL COST CONTROL
• The professional surveyor.
Cost estimating has always been a necessary part of
the construction process. In the past it was a
service often provided by architects and
contractors. Quantity surveying is the formal
practice of cost control and has a broader scope of
services, information and organization.
Quantity surveyors (commonly referred to as cost
consultants on a project) now perform a separate
function, as do architects, engineers and
contractors, in the building process. While the
quantity surveyor's primary responsabilities are in
cost control, he or she is another expert within
the design discipline of project control. Cost
control services can be applied in small, large or
complex projects with equal effectiveness.
What does the quantity surveyor do?
The quantity surveyor's function is to advise on
• all the financial aspects of a project, from
construction costs to the management and
administration of the project as a whole. His or
her involvement often begins at the planning stage
and continues through construction to the
_ finalization of accounts. This person's purpose is
to control costs; to establish a budget, maintain
it and ensure that the project is being conducted
in the most economically feasible way.
23
