MA 02649 <br /> r . <br /> BLE <br /> December 9, 1993 <br /> TO: Mem of the Board of Selectmen <br /> FROM: Ro tenour,Executive Secretary <br /> RE: Procedures for"moving forward with High School Building <br /> Project <br /> Based on my discussions with individual Board members regarding the High <br /> School Building Project,it appears that it would be of great benefit for the Board of <br /> Selectmen to discuss the manner in which the project will be moving forward,and to <br /> establish at the outset some procedures for ensuring adequate communication and an <br /> orderly project.With this the largest building project ever undertaken by the Town, any <br /> time in setting forth important concerns would be extremely well-spent As such I have <br /> outlined some important areas the Board may wish to discuss in getting the project <br /> underway. <br /> • Clarification of the Role of the Building Committee in serving as agents of <br /> the Board of Selectmen. <br /> • Review of Building Committee makeup including addressing new requests <br /> for committee membership. <br /> • Enhanced communication with monthly report from the Committee. <br /> • Selectmen participation in Architect selection. <br /> • Procedures for reviewing preliminary plans, including proposed site <br /> development as well as traffic and access schemes, both in terms of the need <br /> for the Selectmen to review the design and for public meetings to review, <br /> discuss and seek input. <br /> • Ensuring the involvement of the Leisure Services Department in designing <br /> for maximum flexibility in enhancing community access. <br /> • Coordination of timing and approval of all contracts including educational <br /> consultant, architect, clerk of the works, projects manager,general <br /> contractor and any other contractors involved with the project. <br /> • Acquisition of property should be handled by the Board of Selectmen with <br /> the direct advice and assistance of Town Counsel in order to allow the <br /> Building committee to focus on building issues. This process must be <br /> initiated and carried through to conclusion. <br /> d <br />
