September 1996 . ** The School Committee has to come to a decision about what students will be at the High School in Sept . 1996 . Janice Mills said the School Committee will be addressing that shortly . Both the Architect and Project Manager have said the school can be open for Sept. 1996 . -Schedule for Permitting : Mr. Fournier explained the first step is a form which goes to the DEP. If they want further study, then we go from there. Selectmen Mills mentioned to Peter that DEP and Trout Unlimited should be notified . The town has a letter from the Executive Office of Environmental Affairs . Paul suggested when the Project Manager gets on board , they can then begin to respond to these letters . Mr . Fournier will provide a timeline schedule , anticipating the time frame of when these things will happen . Peter asked him to be sure Trout Unlimited is contacted as well as Waquoit Bay (WEBNER) . The Committee suggested SMMA write an introductory letter to all of the boards and agencies which may be involved/effected by the project: Conservation Commission , Board of Health , Cape Cod Commission , Tribal Council , Historical Commission , etc . Bob Whritenour said it would be beneficial for the project as a whole , when it comes to the local process, to do the coordinating through Bill Hauck , Building Inspector . It will pay to have someone working directly for the town to help reduce some of the time and effort for the Committee and the 4rchitect. Paul suggested having a meeting of all department heads to discuss what they expect and hear what they need to expedite the process. Bill Hauck suggested the meeting would be most effective when the work is in the preliminary drawing stage. Peter said these people will need to know when something is required of them. We must be sure everyone is brought into the process early . Bob Whritenour said Bill Hauck can work directly with the town boards to be sure everyone is communicating. - Swimming Pool : Peter said the Committee has discussed building the school to the formula without the pool , if the community wants it, it will be paid for 100% (no reimbursement) . Paul suggested keeping the pool in the program. If you don ' t put it in now, and you deliver the savings first, people will never want to put it back in- they will have taken the savings to the bank . How has SMMA handled this in the past with other communities? Mr. Fournier said many schools both SMMA and Perkins and Will have done have had pools. It is usually part of the educational program and they get some State reimbursement for it. Where the budget has been tight, communities have considered it as an alternative to the bid and then make their decision on which way to proceed . SMMA can do an estimate for the cost of the pool . They can discuss material choices and costs and can do a cost analysis on both the construction and Dperation . 3
