Size and cost are different issues .
Paul Griffin responded that is not how we are getting our reimbursement.
Size and cost are not different issues . You are recommending reducing the
size of the building to reduce the budget, that will reduce the amount we
are reimbursed. People of this town should not have to sacrifice a piece of
this building because your design doesn 't meet the budget.
Peter asked if they are trying to word the contract so we can still spend
up to the $27 million but only get reimbursed for $25 million?
Paul asked how a community like ours with a strict budget, how do we
guarantee that a firm like yours meets it?
Ed Frennette said using a fixed maximum cost and a goal for the sq footage .
He does not think his partner, or lawyers , would even let him sign the
contract they way it is now.
Paul said, during the negotiations , we told you the $110 would be in the
contract. You wanted $120 and we said we only had $110 and you said "we
can do anything" . Now you are asking us to raise our budget and I 'm not
going to do it.
The research we did on current costs for schools tell us the job is doable
at $110 .
Bill Jones said he is concerned about 2 numbers which many not be possible
to meet with a quality building . You can always cut costs by reducing
quality but we will pay for it in the operating costs. If he were an
architect he wouldn ' t dream of signing that contract.
maul explained the Committee has a choice , if they can provide us with
information regarding more efficient equipment, we can at that time ask the
Selectmen to raise the limit. We can take the building as designed or new
the new cost based on a certain payback .
Mr . Frennette said you should have the freedom, during the design process
to negotiate between quality and quantity . You many want to reduce the
building a modest amount to get that quality .
Paul said we cannot. If we reduce the sq footage we have to reduce the
budget because of the State formula!
Bill Martiros suggested it could be taken out of the athletic fields, not
the building .
Paul said their is a contingency of 2 . 5%, if we will get value payback on
items , we can draw from the contingency but we don ' t want the architect to
spend on those things without our approval .
Peter stated the $110 figure was based on 1994 data. The committee could
bump that up to $115 , if they have to. We are not totally inflexible with
the $110 . At the programming stage, we are inflexible with it.
Mr. Frennette said he hears the message loud and clear, this is a major
issue and the language in the contract has to reflect it.
Paul suggested they iron this out quickly. If the Selectmen don ' t give ,
SMMA doesn ' t have a contract.
Bill Jones said this has gone to far.
Paul disagreed . There were 2 representatives from SMM,A at the
iegotiations. The negotiating team told them to go back and make sure this
7
