They feel it is a waste of time <br /> to produce a lot of paper we can ' t build , so we have to be sure we are in <br /> synch with the budget. The contract should govern that. The Committee and <br /> T'an in consultation with SMMA should arrive at a fixed maximum cost for <br /> construction costs . We would prefer that gets stated in the contract with <br /> a goal of 183 , 000 sq feet - rather than the cost per sq foot. <br /> They usually have two variables to deal with cost - quantity and quality , <br /> if you stipulate a cost per sq foot you take away a variable and they can <br /> no longer deal with quantity . He would prefer to deal with both . <br /> If we proceed and are ready for bid and for some reason something peculiar <br /> happens and inflation hits 8%, the bids come in too high , the only thing to <br /> change is quality . The only way to do that is to re-draw and re-specify <br /> the project. You are obligating me to a future I can ' t know and if we miss <br /> the target we have to re-draw the project. His partners will not allow <br /> that. He feels the budget should be tied down in a different way . This is <br /> an obligation that puts our firm at major risk . <br /> Paul explained , as a Committee, we don ' t have a right to give SMMA <br /> direction . This contract was a recommendation of the negotiating <br /> subcommittee and the Selectmen . It is their decision . <br /> Ian said most clients lay down the total cost as a figure not to be <br /> exceeded and target the gross sq footage . The cost per sq foot is unusual <br /> for this job, it is common on internal work . In his opinion , why not put <br /> in all the parameters . There is still the fixed amount for overall cost of <br /> the project and after all other costs , there is not much left over than <br /> $110 sq ft.
