Schedule- has slipped by a week or 2 . Can probably be picked up in the
design development phase.
Budget- Ian has analyzed the cost model form Daedulus and had several
differences . They were not available the last few day but he hopes to
resolve the difference by next meeting . They were not working with the
same information as Chartwell .
He is concerned about the projected site costs .
Paul explained the total project cost is $110 per sq foot - that includes
everything , building , fields , sewage treatment plant. Therefore it is not
just a site problem ( cost) , it is an overall project problem. It does not
matter how you slice the pie - total is $20 , 200 , 000. Paul has budgeted
$1 . 8 million for the site ; the sewage treatment plant was in the building
costs. If we can get the State to exclude the STP from the formula, that
savings can be passed onto the project. Bob Cramer thought he could make a
case to the State.
Ray asked , since the STP is included with the building budget, does that
mean the building sq footage should be 181 , 000 with 2 , 000 for the STP?
Paul said it depends on how the State will calculate the money . Will they
give us 183 , 000 plus 2 , 000 for the STP? We need to know where we stand
with them.
Ed said we will need to make a decision on the plans before we have an
answer from the State . We could get 2 ,000 sq feet out of the building if
we had to. If the State does not exclude the STP, either the budget goes
up, or some space comes out.
Subconsultants- Chartwell is waiting for approval from the Town for Tams
and Beacon . The STP review RFP is going out to 3 consultants . Bob
Whritenour explained he wanted all the design and project manager
subconsultants to go to the Selectmen for final approval , since they are
the awarding authority .
Paul explained that Ian needs approval for these now. The subcommittee had
the approval authority and they gave it to him. He now needs a letter from
the town .
Bob Whritenour said he will move forward with approval for Chartwell
subconsultants now.
MEETING WITH PERFORMING ARTS CENTER GROUP
Mr. T . K . Thompson and John Prockos from Graham Gund architects were
present. They presented a video about the performing arts center.
Bill Martiros said originally he heard this project would be 10 acres. Now
he hears 35 acres . The site study traffic study reported there will be
19 , 500 cars per day on Rte 151 . He asked Mr . Thompson is they have
projected the number of people attending their performances?
Mr . Thompson explained they have a 10 year business plan , with a specific
number of concerts . 1st year will be 65 performances, 10th year there will
be 75 performances . They tried to plan conservatively . Total number of
attendants in the first year will be 25 , 000 people . When he mentions a
setting like Tanglewood , he means the environmental setting , not the scale .
Peter asked how much developable land they were originally given?
Mr. Thompson said a total of 35 acres but with the setback form the river
about 20 developable acres .
3
