designing a building useful to the community into the next
century. They provide for integrating systems, even if the town
cannot afford to spend the money today, it will not prohibit you
from incorporating in the future. The Perry school has a fiber
optic system. They take advantage of the best consultants we can
find . They would give the Committee a list of recommendations to
select from.
Mr. Greelish stated he saw a lot of hand drawn work , what are
their CAD capabilities?
Mr. Frenette explained they have 34 CAD stations. All of their
drawings are produced on CAD, 90% of the production drawings.
They have the capabilities for animation, walkthrough, flyby.
Paul Griffin asked what they see the project costing and how long
for the design and construction?
Mr. Frenette explained project costs is 120% of construction
cost. Their best estimators recommend $125 per sq foot
construction costs. Some are trying to do it for $115 per sq
foot and some high schools have been built for $145 per sq foot.
Mr. Griffin asked if they have seen inflationary costs as of
late?
Mr. Frenette said they are starting to see things go up a little,
it was level for 4 years.
Mr. Griffin mentioned a recent E & R article which said
construction costs could rise 8-9% in the next year.
Mr. Griffin asked about timing, realistically, without rushing ,
how long for design and construction?
Mr. Frenette said based on the draft educational specs he
reviewed - 1 1 /2 months for programming, 2 months for schematic
design , 2-3 months design development, 5 months contract
documents - in 9-12 months they could go out to bid. With early
site preparation , foundation and footing designs it can
definitely meet the schedule for Sept. 1996 .
They have, in the past, done public projects on a fast track
basis.
Mr. Griffin noted this project needs filed sub bids.
SMMA said they could put together multiple packages. It would
cost more to produce more packages.
Peter Dinizio what work load will be handled by Perkins and Will ?
Mr. Frenette said Mr. Brubaker of Perkins and Will and he would
do the programming work together 50-50 .
Mr. Dinizio asked who would be the contact person on a day to day
basis?
Mr. Frenette said he is the final authority. Mr. Brubaker is
similar to a consultant to SMMA. The two firms are on line and
connected by CAD.
Mr. Dinizio explained the Committee intends to hire a project
management firm. Has SMMA worked with a project manager and how
did it work?
Mr. Frenette said more than 2/3 of their work is with a project
manager. They even recommend to some of their clients who have
4
