All team members will be involved in value <br /> engineering and making sure the project stays on course. <br /> Key Issues : <br /> Frank Tedesco from Mt.Vernon Group said they will help Mashpee get the best <br /> project for the least dollars. He talked with Dr. Collabro about the June <br /> 1 filing date . <br /> Peter explained the Committee' s goal is the Sept 1996 deadline, to have <br /> something on line for then . The June 1 filing date is impossible. <br /> Mr. Tedesco thinks the June 1 can be done. As long as a submission is <br /> substantially completed , the State accepts it. He suggested doing a design <br /> charette , with a series of interviews with all the town agencies, set up in <br /> the gymnasium and charrette the project. The design team will then work on <br /> it through an intensive design charrette. The key is making quick decision . <br /> This team is very familiar with the SBAB process. <br /> They will assist in anyway they can with the Chapt. 149 construction bid <br /> law. <br /> Ben Gary explained some of the permitting for this project may take months, <br /> some years . First is the ENF , which notifies everyone. The STP plant will <br /> require a discharge permit from DEP. There is signalization, wetland <br /> concerns, state listed wildlife . He will schedule the permitting along <br /> with the architectural work and construction . It is their responsibility to <br /> assist the Committee and design team that those issue get off and running . <br /> Dave Gill from Souza True . They have been in the structural engineering <br /> business since 1959 , him personally since 1967 . They have vast experience <br /> in school design. They have the expertise to review and keep and eye on the <br /> project to help the town of Mashpee. With Chapt. 149 filed sub bid <br /> requirements , they know the problems with low bidders and know what to look <br /> for to minimize change orders during construction. <br /> Mass . law requires the project have an independent structural review. They <br /> could also provide that service as part of the project, but it is up to the <br /> Committee . We will be acting on your behalf and doing 90% of that work <br /> anyway . We do have the experience to bring to the table and be of service . <br /> Mike Hickey , Crowley Engineering , mechanical/electrical engineering . Life <br /> cycle cost analysis - they will look at fuel sources, building load, <br /> occupancy i . e. extra curricular activities , operating and maintenance costs <br /> with various systems , which systems work better . They will offer <br /> suggestions . What systems perform well and will do so for a long time. <br /> Jon Himmel presented a chart of their proposed scheduling , schedule will be <br /> monitored monthly so the Sept 96 date can be met. <br /> Mr. Wade asked why Mashpee should select Hanscomb. This team has <br /> tremendous experience in design and construction management of schools in <br /> MA, a good understanding of MA public bidding process , a high level of <br /> principal participation , the people here today will be the people working <br /> on this project. Jon Himmel and Phil Wade will attend the weekly meetings <br /> with the building Committee . We try to anticipate problems before they <br /> arise and come up with a plan of action by drawing on the experience of <br /> this team. <br /> 7 <br />
