MASHPEE HIGH SCHOOL BUILDING COMMITTEE <br /> TUESDAY, MARCH 29 , 1994 <br /> TOWN HALL <br /> Present: Merry Sue Ahlgren , Bill Martiros , Bill Jones, Steve Greelish , <br /> Peter Dinizio, Michael Pare, Paul Griffin , Janice Mills, Joe Polito <br /> Tom Fudala, Greg Taylor , Gus Fredricks <br /> Meeting convened at 7 : 06 p.m. <br /> MINUTES <br /> ** Merry Sue made a motion to accept the minutes of March 15 and <br /> March 22nd . Bill Jones seconded the motion. All members were in <br /> favor.** <br /> PUBLIC COMMENT <br /> Jane Coogan explained she has been in Europe for 1 month and recently <br /> learned of the Committee ' s plans to hire a project manager which raised <br /> some questions and concerns . She was at the Selectmen's meeting when it was <br /> presented to them but Peter Dinizio had left the meeting when it was time <br /> for public comments . She asked why the town went out with an RFP with a <br /> Nov . 16 to Dec. 3 window when the town did not vote to appropriate funds <br /> until after that? Has the Committee defined the responsibilities of a <br /> project manager , a "project representative" , clerk of the works, project <br /> manager , and architect? Do have salaries for all of this? She has <br /> concerns about Chartwell , how much their fees are? In Lexington they were <br /> 10% of the total project. This raises a lot of questions for her. She <br /> thought about it because she knows someone who is an AIA registered <br /> architect, charges low fees and is internationally known . She called <br /> Lexington and found out the roof leaks and the elevator doesn ' t work . This <br /> all raises questions so she came her tonight. <br /> She asked if the Committee has , in writing , charting of the <br /> responsibilities and salaries of the positions? <br /> Peter explained an RFP was issued, it is public record , on record in the <br /> Selectmen ' s office . It was submitted through the office of the Executive <br /> Secretary last fall , almost simultaneous with the RFP for the Architect. <br /> All of it was done through Town Counsel . If you want a detailed knowledge <br /> of the scope of responsibilities of the project manager, it is all laid out <br /> in the RFP. Town Council advised leaving the fee open so we can negotiate <br /> with the firm. <br /> Ms . Coogan asked if the activities were defined for the Architect and for <br /> the Clerk of the Works - the whole picture? <br /> Peter explained there are two RFP' s - one for the project manager and one <br /> for the architect. Both are public record. Her comment about an AIA <br /> registered architect - Chartwell did submit the name of an architectural <br /> firm they will work with to provide those services . <br /> Ms. Coogan said she does not understand why, when hiring a project manager <br /> to do cost estimating , the architectural oversight has to go out with that, <br /> as subcontractors? Yesterday you were asked what Chartwell ' s Lexington fee <br /> was and you didn ' t know, do you know it was 10%? <br /> Steve Greelish said 10% exceeds what we expect to pay the architect, the <br /> 1 <br />
